Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Mary N. Boyden, Gaithersburg, Maryland for technical assistance services. The contractor shall use the NIST triple grating, Dilor Raman spectrometer to measure the spectra of the biomolecules in pellet and liquid form at varying temperatures and concentrations. The contractor shall prepare the samples for the spectrometer. Choose an operating temperature, set up the scanning software and monitor the instrument performance. The spectra are then cataloged and furnished in a CD format and the contractor shall participate in their analysis. The contractor shall also attend scientific meetings and prepare written reports. This is a continuation of a previous award. Work shall be performed at the NIST Gaithersburg, Maryland site. The period of performance shall be from date of award until July 17, 2002. This contract requires an expert in laser-based, Raman spectroscopy and assigning low frequency, Raman-active modes of biological molecules. Raman proficiency in both liquid and solid samples is compulsory. Furthermore, experience in structural determination of biomolecules is a must. This is a sole source with Dr. Boyden because she is highly skilled and talented in the required determinations and a number of her publications involve the specific determination of dihedral angles, a critical component and marker to conformational structure. A fixed price purchase order shall be issued approximately December 7, 2001. Interested persons may identify their capability to respond to the requirements in writing. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by the closing date. Written responses shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available. See Note 26.
