- NA The Naval Surface Warfare Center Dahlgren Division, Coastal Systems Station (CSS) is seeking information on Resilient Abrasion Resistant Landing Craft Air-Cushion (LCAC) Skirt Materials/Systems. The application is for use on hovercraft air-entrainment skirts. This search is not restricted to current approaches or systems used in the maritime environment. It does include any resilient abrasion resistant skirt technology, potentially suited for the above application used in diverse maritime as well as land environments. CSS is interested in materials, systems and technologies that can mitigate the physical and environmental effects that wear down flexible Skirt Air-entrainment components during LCAC operations. The desired system or materials will be capable of reducing wear to levels that will increase mean time between replacement, reduce maintenance evolutions, there by, increasing combat readiness and reducing life cycle maintenance costs. The problem of sea water wicking into the fabric post abrasion needs to be reduced. The weight of the material should be kept at a minimum. This announcement will serve as a first step for evaluating alternatives and supporting ISEA research and development efforts planned for fiscal years 2002-2003. Systems could be acquired in the future for Test and Evaluation for future LCAC ISEA installation. Both off-the-shelf and developmental approaches will be considered. Responses to this announcement should include a technical description and detailed characteristics of the Resilient Abrasion Resistant Landing Craft Air-Cushion (LCAC) Skirt Materials with enough information for the government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed app ropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested parties must provide paper submittals with copies on disks in MS Word or Adobe Acrobat format. Information is to be received by the Government by COB 31 Dec 2001. The Government will evaluate the submittals for their potential to reduce the cost of LCAC ISEA efforts. Organizations that submit materials/designs, which are determined by the evaluation team as possessing significant potential for contributing to the solution of the LCAC Maintenance problem, may be provided an opportunity to demonstrate their system. This announcement should not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract.
