Description

This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to Max Dolinsky and Associates of Silver Spring, MD for CHED - Chemical Editor upgrades and maintenance contract for the National Institute of Standards and Technology (NIST). CHED is a copyrighted product licensed to Max Dolinsky. It is the only chemical database/editor that can be used for MS and GC. In addition it is the only such product for which a source code is available. The source code requirement derives from the need to insure that NIST products related to CHED can be used in the future. This notice of intent is not a request for competitive proposals; however, all proposals received on or before December 14, 2001, will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
