Description
The National Cancer Institute, Laboratory of Tumor Immunology and Biology (LTIB) intends to purchase on a sole source basis a ImmunoSpot Series I Analyzer from Cellular Technology, 4440 Warrensville Ctr. Rd., Cleveland, OH 44128. The laboratory is performing Interferon gamma ELISPOT assays to evaluate the efficiency of recombinant cancer vaccines in clinical trials by determining whether patients are mounting specific immune responses to a given vaccine. These are mutli-center clinical trials and the patient samples are to be assayed by two laboratories. These two laboratories are the LTIB and the laboratory at Frederick, MD (SAIC). Due to the fact that ELISPOT assay is a biological assay, enormous effort has been spent on the assay with respect to the use of identical reagents (serum, medium, substrate etc.) as well as the procedure for setting up the assay for the elimination of variables. We have established a Standard Operating Procedure (SOP). One of the significant issues in the ELISPOT assay is the counting of spots. The ELISPOT reader is to be used for the automated counting instead of manual counting by technicians to elimate errors. It is essential for both laboratories to use the identical type of ELISPOT reader and use the same settings on the ELISPOT reader for reading patient samples. The Frederick laboratory has the ImmunoSpot Series I Analyzer made by C.T.L. Data from the clinical trials obtained from this reader are excellent. It is essential for the LTIB to purchase the identical ELISPOT reader to perform the ELISPOT assays for the on-going clinical trials as well as clinical trials in the future so that the results obtained can be analyzed with minimal variables. The results obtained from these clinical studies from both laboratories are important for determining the direction of the future vaccine protocols. In addition, the LTIB and the SAIC are setting up new assays for the detection of other markers (other cytokines) for the vaccine trials. Using an identical ELISPOT reader is extremely important of the analysis of experimental data. This anticipated contract will include a one year service warranty and training. Based on the above information, C.T.L. is the only known source to NCI researchers that can satisfy the Government's requirement. The provided services and supplies are commercial items as defined in FAR Part 2, and this acquisition is being conducted in accordance with FAR Subpart 13.5. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. However, all capability statements received by December 11, 2001 at 2:00 PM EDT (local Washington, DC time) will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Normally information received is considered solely for the purpose of determining whether to conduct a competitive procurement.
