Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number F04605-02-T-0001 is hereby issued as a Request for Quotation. The incorporation provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. This acquisition is 100% Small Business Set-Aside and is under NAICS Code 561730 with a small business size standard of $5 million. The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and other items and services which are necessary to remove the weeds, trees, and debris from the Heacock/March AFB ditch. This a designated wetland so the soil on the bottom (bed) of the ditch must not be disturbed and heavy equipment must not be driven into the ditch. Work tasks include cut down the large eucalyptus trees in and around the ditch. The tree trunks/limbs will be cut into 2-foot lengths and left outside the fence on the base property at the work site. All other foliage/limbs/debris produced by the trees shall be fed into a chipper and the remains spread evenly at the site. There will be no large piles of mulch/debris left at the site that could conceal a person. Cut down and feed into the chipper all weeds, brush and shrubs that are in the ditch and on both sides of the ditch. Only chain saws, mowers, machetes, weed-trimmers, and shrub trimmers are to be used and must not disturb the soil on the bed of the ditch. Heavy equipment will not be driven into the ditch. WORK AREA CLEANUP: The contractor shall pick up and remove from the site any other large debris that can?t be fed into the chipper upon completion of the task. DAMAGE TO PROPERTY: The contractor shall exercise care to avoid damaging existing power lines in the work area. Any such damage shall be restored through repair or replacement as directed by the Contracting Officer (CO) at the contractor's expense. SAFETY: Prior to beginning the work, the contractor shall indicate to the Government any operations that may inhibit normal traffic flow. FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000), applies to this acquisition without addenda. Offerors must include a completed copy of FAR 52.212-3, Representations and Certifications-Commercial Items (May 2001) with their offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001) applies to this acquisition without addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (2001), with the following subparagraphs selected: (b)(11) 52.222-21, Prohibition of Segregated Facilities (Feb 1999), (b)(12) 52.222-26, Equal Opportunity, (b)(13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, (b)(14) 52.222-36, Affirmative Action for Workers with Disabilities, (24) 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration; (c)(1) 52.222-41, Service Contract Act of 1965, As Amended, (c)(2) 52.222-42, Statement of Equivalent Rates for Federal Hires with the blanks completed as Laborer, Grounds Maintenance, WG-03, $10.09 monetary wage and $3.31 fringe benefits. FAR clauses can be found in full text at http://farsite.hill.af.mil/vffara.htm. Wage determination number 1994-2053 Revision 18 dated 5/31/2001 for Riverside County CA is applicable. All contractors must be registered in the Central Contractor Registration (CCR). A mandatory site visit will be held on 11 Dec 01 at 10:00 A.M. and all prospective contractors will call LaVonna Kearby at (909) 655-5756 prior to that date to arrange access to March ARB. In accordance with simplified acquisition procedures, a purchase order will be awarded as a result of this solicitation. Offers may be e-mailed, faxed, mailed, or taken verbally and are due in the 452 Operational Contracting Office no later than 4:30PM on 26 Dec 01. Oral quotations must be followed by hardcopy of representations and certifications.
