Description
France, Norway, Turkey and the UK have a requirement for a Submarine Rescue System 'the NATO Submarine Rescue System' (NSRS) to replace the current capability which is due out of service in 2005. The purchase of one or more full rescue systems and/or various elements is envisaged together with initial logistic and operational support of the system(s) whilst in service; the majority of this equipment will be owned by the nations. The period of IISS is still to be determined but this Support will consist of full management, maintenance and operation and include provision of contractor personnel. The NSRS in service life is estimated to be 25 years. Additional contracts will cover further periods of In-Service Support. NSRS is assumed to consist of airportable assets which could include rescue vehicle(s); Transfer under Pressure and decompression facilities; survey, debris removal and underwater intervention supply system(s); and all ancillary equipment needed to mobilise, deploy, operate and maintain NSRS at sea. Full shore based facilities will be required for maintenance, storage and training. There are no preferred base location(s) for NSRS at this stage. The operational concept is to deploy to Vessels of Opportunity, provided under separate arrangements. Subject to successful negotiations of a Memorandum of Understanding by the nations, it is intended to invite tenders in July 2002 with the aim of placing a D&M/IISS Contract in Mar 2003. The United Kingdom is Host Nation for D&M and IISS and will invite tenders in English and subject to English Law. Further information regarding the requirement, specifically the System Requirements Document which will form the basis for the Contract Statement of Work, can be obtained from Cdr Burston or the aforementioned National Assistant Project Managers. Companies with an interest in competing for this requirement at prime contractor level or who wish to be considered as sub-contractors are invited to express their interest in writing to the NSRS Commercial Manager (Mr Quinton) by 1 Feb 02. It is intended to hold a full Brief for Industry early in 2002 for all companies who register interest (provisionally planned for 22-24 Jan 02, NATO HQ Brussels). A pre-qualification questionnaire will be forwarded to contractors interested in competing as prime contractor for this requirement in Feb 02 for completion mid-May.
