Description
(i)The following statement: (ii) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (iii) Solicitation number COW-2-Q-0011 is issued as a request for quote (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. (iv) This RFQ will be 100 percent set aside for Small Businesses. If inadequate responses are received from small businesses, the RFQ will be issued as unrestricted without further notice. (v) The NAICS Code is 33411. (vi) The Government will award Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous in price for the following items: CLIN 00001, 12 each Polycom Cable V.35 "Y", DB25M to M34 Winchester/RS- 366 DB25M 5ft cable; CLIN 0002, 20 each ADTRAN Isu 512e SNMP ISON inverse Multiplexer V.35 Rs-366 Ria 232, CLIN 00003, 20 each MULTITECH SYSTEMS Multimodem ZDX V.90/56K External D/f Modem; CLIN 00004, 20 each BELKIN - COMPONENTS 10 ft Modem Serial Cable Db9f Db25m; BELKIN COMPONENTS Null Modern Adapter Block Db25m/db25f. The Immigration and Naturalization Service may award the contract on the basis of initial proposals received, without discussions. Therefore, each initial proposal should contain the Offeror's best terms from cost/price. The Government will not award an order to an offeror whose past performance is found to be unacceptable. At a minimum, proposals shall include a price proposal on company letterhead or the SF1449 for the requested items showing unit price & extended price. If the SF1449 is not used, proposals must include a statement specifying the extent of agreement with all terms, conditions, and provisions of the solicitation. Offerors that fail to furnish required representations or information, or reject terms & conditions of the solicitation may be excluded from consideration. The Government will evaluate offers for award purposes by adding the total price. The Government may evaluate proposals without discussions. For contractor past performance, the offeror should list at least three contracts and/or subcontract, if any completed or currently in process during the past three years that are similar to the requirements in this solicitation. Offerors who are newly formed entities without prior contracts should list contracts and subcontracts performed by key personnel. Information on past or current contracts must be submitted in the following format: (a) Contract number and Contract Title, (b) Name & address of contracting activity, (c) Contract type, (d) Brief description of scope of work under contract/subcontract, (e) Total contract value, (f) Contract period of performance, and (g) Procuring Contracting Officer's name, address & telephone number. References listed by the offeror may or may not be contacted by the Government. Questions regarding the solicitation shall be in a written format and will not be accepted after 2:00 p.m. Eastern Standard Time (EST), December 13, 2001. (ix) The basis for the award will be low price, fob destination, (x) FAR 52.212-1, "Instructions to Offerors-Commercial Items" is incorporated by reference, (xi) FAR 52.212-2, "Evaluation-Commercial Items" is incorporated by reference. (xii) Responses to this solicitation are due no later than 2:00 p.m. EST, December 17, 2001. Offerors should include a completed copy of the provisions at FAR 52.212-3 with their proposal. The contractor shall comply with the FAR clause which the contracting officer has indicates as being incorporated by reference, 52.219-8, Utilization of Small Business concerns, 52.222-26, Equal Opportunity E.O. 11246 and 52.232-34, payment by Electronic Funds Transfer-other than Central Contractor registration.
