Description
RENOVATE TWO-STORY HOUSING, PHASE, IV, MARINE CORPS BASE, CAMP LEJEUNE, NORTH CAROLINA SOL N62470-02-R-3312 The Government intends to award a firm-fixed price contract for complete interior/exterior repairs and renovations of two-story houses, demolition, asbestos removal, lead paint removal, replacement of finishes, new plumbing, HVAC, electrical, and incidental related work. Pursuant to FAR Part 15, the Government reserves the right to reject any or all offers at any time prior to award; to negotiate with any or all offerors; to award to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal which conforms to the RFP and represents the best value to the Government, cost or price and other factors considered. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Initial offers should contain the offeror?s best terms from a price and technical standpoint. Estimated cost range is between $1.0M and $5.0M. This RFP is unrestricted. No public bid opening will be held. Any large business considered for award shall be required to submit a subcontracting plan prior to award of any resulting contract. The NAICS Code for this project is 233210 with a Size Standard of $27.5M. Offerors will be required to submit technical and price proposals. Evaluation for award will be based on technical factors including (A) Past Performance on Projects of Similar Size and Complexity; (B)Performance Schedule with subfactors: (1) Narrative, (2) Schedule; (C) Management and Organization with subfactors: (1) Corporate Experience, (2) Key Personnel, (3) Safety and Health; (D) Small Business Utilization with subfactors: (1) Past Performance in Utilization of Small Business Concerns, (2) Participation of Small Business Concerns in this Project. Plans and specs will be available on or about 28 December 2001. The estimated date for receipt of offers is on or about 07 February 2002.
