- It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with Walter Hickel, Ph.D, Washington DC, to continue services currently being provided by the contractor under an existing purchase order. The contractor will continue to provide a range of historical services in the historical analysis and interpretation of primary archival and manuscript sources produced by or related to Nobel-Prize-winning doctors and scientists that are part of, or planned for, the "Profiles in Science" project. Dr. Hickel is an experienced historian, with a Ph.D. in the history of medicine and American history of the twentieth century. Dr. Hickel provides the valuable skills necessary to continue the development of the digital site on Dr. Joshua Lederberg in the Digital Manuscripts Program. Subsequent to the award of this purchase order, the program area has determined that the project requirement is significantly more complex than originally anticipated. Consequently, additional funds, time and effort are needed in order for the contractor to complete the project. Introducing a new contractor at this point in time would add significant amount of training time, government coordination, and therefore costs to the government. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
