- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation T26402 is being issued as a request for quotes (RFQ). RFQ T26402 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-23. The associated NAICS code is 541710 and the small business size standard is 500 employees. The Centers for Disease Control & Prevention requires automated gel permeation chromatography system made by Gilson Inc.; 3000 West Beltline Highway; Middleton, WI 53562, for the rapid method of analysis for PCBs and persistent pesticides in human serum. This purchase will allow the increased sample throughput of archived samples pending PCB/persistent pesticide quantification and will cut the time of analysis by more than half to allow rapid screening for these industrial chemicals. To the best of our knowledge, Gilson Inc. is the ONLY known source for this type of instrumentation that is compatible with all our method needs. There are very few companies that produce liquid handlers that allow accurate measurement of both low volumes (10 microliters plus or minus 5percent accuracy) and larger volumes (25 milliliters plus or minus 5percent), which are needed for this method. The sample preparation system by Gilson allows accurate sample preparation, protects technicians by reducing sample handling and decreases sample analysis time. The Gilson Inc. system has a patented system of cleaning needles that come in contact with samples which eliminates problems of sample cross contamination. This patented technology makes the Gilson system the only system that meets our current analytical needs. Gilson's system is fully compatible with other instruments, which are currently used in CDC's laboratory. The sample racks with this instrument can be customized and are interchangeable with the automated gel permeation chromatography unit. The product also has an automix rack that provides mixing of an entire rack of tubes simultaneously. Gilson Inc. also has the patented Z-arm, which allows piercing of thick septa such as vacutainers. This allows reduced individual sample handling and direct sampling for vials containing biohazardous materials. The instrument proposed could also be reformatted to accommodate 96 well formats on the same instrument, which is a potential avenue for future research.
