Description
It is the intent of the National Library of Medicine to negotiate on a sole source basis for a continuation of services with Karoly Kasa to build on specialized expertise and work on accessing heterogeneous databases on the Web and a successfully implemented pilot project, Mr. Kasa will implement a Toxicology and Environmental Health Portal with the following capabilities: Concurrent access to internal and external databases to be specified by SIS, provide ability of the user interface to run on MS/IE 5.x and NS 6.x browsers, ability to merge results from different databases, ability to harvest useful search concepts from selected databases, ability of the software to monitor database changes and facilitate reconfiguring access, and the ability of the software to run on multiple servers with automatic load balancing. Mr. Kasa is qualified for this project because of his expertise and familiarity to the project. He also has a degree in Computer Science, has expert knowledge of Jave, Object-Oriented Programming, and natural language processing tools and techniques. Mr. Kasa also has more than 5 years of professional Web application software development experience. This is not a Request for Quotations(RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as specified as listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
