- NA As part of the Comprehensive Everglades Restoration Program (CERP), the US Army Corps of Engineers (Government) in conjunction with its local partner the South Florida Water Management District (SFWMD) are conducting three Aquifer Storage and Recovery (ASR ) Pilot Projects. Results from these pilot projects will determine if or how full-scale ASR projects, that total over 300 ASR wells, will be implemented in south Florida as part of the CERP. The three ASR Pilot Projects (Lake Okeechobee (3 sites, 5 ASR w ells), Western Hillsboro Basin (1 site, 3 ASR wells), and Caloosahatchee River (1 site, 1 ASR well)) may each require the construction of one or more-5 million gallons per day (MGD) surface water treatment plant capable of producing potable-quality finishe d water for storage in the Floridan Aquifer. As part of the ASR project, the Government is seeking firms to demonstrate surface water treatment technologies thru pilot studies. These studies will comprise several options of treatment. Award of multiple contracts is anticipated for firms to perform pilot studies that are successful and cost effective in treating surface water and recovered ASR water. The minimum required demonstration plant size is 10 gallons per minute (GPM). The treatment technology m ust be scalable to at least 5 MGD. The pilot study staging area is expected to be located at the junction of the St. Lucie Canal and Lake Okeechobee inside the Port Mayaca Lock (S-308C Structure) operations compound. The demonstration studies will last a pproximately 60 days with continuous operation status for the large majority of the testing time. At the conclusion of pilot plant testing, the Government will evaluate the performance of the various demonstration efforts in order to select technologies f or full-scale implementation at multiple sites requiring 5 MGD treatment capacity plants. Award will be made to offerors whose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-pr iced and priced factors. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. All evaluation factors other than price when combined are slightly more important than price. The Government reserves the right to award the contracts, based on initial offers received, without discussion of such offers. The RFP will be issued on or about 10 January 2002 and close on or about 09 February 2002. Solicitation will be issued in electronic format only. Interes ted offerors must register electronically.
