- NA POC Roderick Hill, Contract Specialist, (912) 652-5301 or Lucie Hughes, (912) 652-5645 DESC: 1. CONTRACT INFORMATION: The Savannah District, U.S. Army Corps of Engineers, requires the services of Architect-Engineer firms for numerous Multidiscipline Indefinite Delivery Contracts. Contracts awarded as a result of this announcement will be adm inistered by Savannah District for use on federal projects (civil and military) under its jurisdiction and, if requested, for other Corps of Engineers Districts within the South Atlantic Division. Contract limits and contract size will be determined at the time of selection. Typically, each contract will consist of a base ordering period and two option periods, each period not to exceed one year, for a total of three years. An option may be exercised before the expiration of the base contract period (or op tion period) if the contract amount has been exhausted or nearly exhausted. The total of all task orders during each ordering period may not exceed $1,000,000 except for Option 2. Option 2, if exercised, may or may not exceed $1,000,000. Individual task orders may not exceed $1,000,000. The total amount of each contract over the three-year ordering period may not exceed $3,000,000. None of these projects is yet authorized and funds are not presently available. Assignment of individual task orders to th e contracts with identical scopes of work will be based upon the following factors: (1) Performance and quality of deliverables under the current IDC contracts, (2) Proximity of the firm to the project site and familiarity with design criteria/codes and co nstruction methods used at the locality (3) Current capacity of the firm to accomplish the task order in the required time, (4) Equitable distribution of work among identical contracts. The NAICS is 541330; size standard $4 million. This announcement is o pen to all firms regardless of size. An 8(a) set-aside selection or unrestricted selection may be made from this announcement. Large business firms that intend to do any subcontracting must convey their intent to meet the minimum small business goals on the SF 255, Block 6, by identifying subcontracting opportunities with small business. If selected, the large business offeror will be required to submit a Small Business Subcontracting Plan in accordance with FAR 52-219.9 and DFARS 219.704/705 as a part o f the Request for Proposal package. The following subcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 62% TO SMALL BUSINESS; 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF SMALL B USINESS); 5% TO WOMEN-OWNED BUSINESS (A COMPOSITE OF SMALL BUSINESS); 2.5% HUBZONE SMALL BUSINESS (A COMPOSITE OF SMALL BUSINESS); 3.0% TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (A COMPOSITE OF SMALL BUSINESS). Written justification must be provide d if the minimum small business goals cannot be met. The small business subcontracting plan will be evaluated in accordance with AFAR 19.7, Appendix CC. PROJECT INFORMATION: Projects anticipated under this contract will generally be greater than $2 million in construction value, but smaller projects may be required. Task Orders to be issued under these contracts may include design of NEW facilities and major renovations relat ed to construction, additions and alterations of buildings, roads, drainage and utility systems, engineering studies, project planning, topographic surveying to support designs, lead-based paint and asbestos sampling/analysis/ abatement design, constructio n phase services including shop drawings review and preparation of O&M manuals; and cost engineering using MCACES software. All design files must originate in and be delivered in the (*.dgn) format. Exceptions may be granted if the use of scanned files is required. In this case, the scanned files must be converted to (*.dgn) f ormat for delivery. All design files will be developed using the Tri Service AEC Standard as supplemented by the Savannah District instructions. The standards include naming convention, file and directory structure, line weights, levels, and color. ****3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance. Criteria a-e are primary. Criteria f-g are secondary and will be used as **tie-breakers** among technically equa l firms. ****a. Specialized experience and technical competence in (1) Design of new building, road, drainage and utility systems, (2) Design of additions and alterations of building, road, drainage and utility systems, (3) Engineering studies and projec t planning, (4) Topographic Surveying, (5) Universal Waste, Hazardous Waste, Lead-based paint and asbestos sampling/analysis/abatement design, (6) Construction phase services including shop drawing review, and preparation of O&M manuals, (7) Originating de sign files in (*.dgn) format, (8) cost engineering using MCACES software, (9) prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (sustainable design), and (10) application of Force Protection C riteria. ****b. Past performance on DoD and other contracts with respect to quality of work, compliance with performance schedules and cost control. Indication of favorable performance ratings, awards, and repeat clientele in Block 10 of SF255 is recommen ded. ****c. Capacity to accomplish multiple simultaneous task orders and provide staff in the following disciplines: architecture, civil, structural, mechanical, fire protection, electrical and cost engineering, interior design, industrial hygiene, and to pographic surveying. Minimum required capacity is two professionals for architect, structural, civil, electrical, and mechanical. Only one is required for the others, but additional capacity is desirable. Please disregard the **to be utilized** statemen t at Block 4 of SF255 and show the total strength of each discipline, however, in Column 4. (B), IN-HOUSE PERSONNEL, only indicate the number of personnel located in the specific office submitting the SF255. All others, including personnel from branch off ices in other locations, are to be indicated as consultants in Column 4(A). ****d. Professional qualification of key management and design staff for each Architect-Engineer discipline. The fire protection engineer must be either: an engineer having BS or MS degree in FP engineering from an accredited university engineering program, plus a minimum of 5 years work experience in FP engineering; or, a registered PE who has passed the NCEE FP engineering written exam; or, a registered PE in a related engineeri ng discipline with a minimum of 5 years experience dedicated to FP engineering. Block 7 should contain resumes with an indication of professional registration for all required disciplines ****e. Knowledge of locality as it pertains to design and construct ion methods of military projects in the geographic area where the work is anticipated to be accomplished. ****f. Degree of participation of all types small business as prime contractor, subcontractor or joint venture partner. ****g. Proximity of the firm t o the area of the anticipated work. ****h. Volume of DoD contract awards in the last 12 months as described in Note 24. ****4. SUBMISSION REQUIREMENTS: Responses on file from last year's announcement will be discarded. ALL FIRMS desiring consideration MUS T SUBMIT a NEW response. Responses to this announcement will be used for IDC contract selections January 2, 2002, through December 31, 2002. This announcement is non-closing and firms may submit a SF255 and SF254 at anytime during 2001/2002. Firms desiring consideration shall submit ONE (1) copy of SF255 (11/92 VERSION ONLY, WILL BE ACCEPTED) for prime and ONE (1) copy of SF254 (11/92 VERSION ONLY, WILL BE ACCEPT ED) for prime and each consultant (extra copies will not be kept) to the following address: U.S. Army Engineer District, Savannah, ATTN: CESAS-EN-ES (Natasha Givens), 100 West Oglethorpe, Savannah, GA 31402-0889. Cover letters and extraneous materials (brochures, etc.) will not be considered. Firms selected will be required to submit a design Quality Assuranc e Plan concurrently with their fee proposal. Information on what is to be contained in this plan will be furnished upon notification of selection.
