- This announcement constitutes a Sources Sought Synopsis. The Air Force would like to replace the existing F-16 Enhanced Diagnostics Aid (EDNA), P/N 16U90A11-801 or -803, with a more reliable, longer life device that utilizes the latest Memory Loader Verifier (MLV) technology and carries with it a ten-year warranty. A MLV device is being sought that offers "best value" to the government, not necessarily the lowest procurement cost. The resultant MLV technical data (hardware and software), shall not consist of proprietary data. This MLV device will be required to use the existing 16U90A12-807 cable set and will be required to operate within the Flight Line and Hangar environments. The following information is provided to assist the Air Force in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or Invitation for Bid. The Air Force is seeking contractors who are interested in designing and manufacturing an MLV using modern technology rather than traditional build to print requirements. The F-16 Logistics Operations Division, Avionics Support Systems Section, has a requirement for as many as 250 MLV devices. The existing EDNA can load Operational Flight Programs (OFPs) into several Line Replaceable Units (LRUs) using several LRU specific interface protocols (i.e. MIL-STD-1553, IEEE-488, RS-232, RS-422, and several peculiar discrete interfaces). Future interface protocols will include Ethernet. A top-level drawing of the existing EDNA is available. Interested parties are requested to submit two copies of a summary that describes 1) the MLV device?s capabilities and 2) the company?s capabilities/facilities which allow the company to perform the applicable development and sustainment of Software upgrades. Rough Order of Magnitude (ROM) cost and schedule estimates are also solicited as an aid in the budgeting process. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited.
