Description
The Naval Research Laboratory has a requirement for research and development efforts directed towards design, development, fabrication, integration, test, and calibration of scientific instrumentation for a variety of terrestrial and space experiments in the areas of upper atmospheric, solar, and astronomical research from airborne, balloon, rocket, and space platforms. This includes the analysis of resultant datasets. General efforts required under this solicitation shall include, but will not be limited to: a) Major research thrust areas that include ultraviolet remote sensing of the upper atmosphere, spectrographic studies of the solar atmosphere, and astronomical radiation ranging from ultraviolet through cosmic rays. And b) Ongoing and planned research that includes remote sensing of the upper atmosphere, battlespace environmental models, studies of the Sun, and studies of galactic gamma-ray sources. To conduct these investigations, technical support is required for the design, fabrication, assembly, testing, and calibration of experiments, scientific instrument structures, components, subsystems, support equipment, and related field operations. Tasks shall include computer modeling, experiment design, data analysis, instrument packaging, payload testing, and field deployments. Furthermore, technical and scientific expertise is required for the analysis of data obtained from these investigations. New computer programs shall be written and existing software shall be modified and documented. A cost-plus-fixed-fee type contract is anticipated as a result of this solicitation. The acquisition will be processed as a ?full and open competition?. A detailed statement of work, personnel qualifications, and contract data requirements will be included in the solicitation package. The anticipated period of performance for any resulting contract will be one year with four potential option years. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet at the URL address provided below approximately fifteen (15) days after publication of this announcement.
