Description
The work shall consist of furnishing all plant, labor, equipment, materials and supervision to complete construction work under Project PQWY 02-4004, CN02 RPR Family Housing Phase 2, at McChord AFB Washington. Work includes but is not limited to the repair of 44 units (22 duplexes), type 2 three-bedroom duplex units and upgrades. Convert units to a two-bedroom layout. The interiors will be gutted down to the structure and all finishes will be replaced. Electrical, heating (electric baseboards), ventilation (bath and kitchen exhaust fans), and plumbing upgraded. All appliances and kitchen cabinetry to be removed, stored, and re-installed. 10 Optional units, not included in the above 44, will have new vinyl siding and vinyl windows in addition to the above outlined construction work. 2 Optional units consist of all work outlined above and will be handicap accessible. The magnitude of construction is between $1,000,000 and $5,000,000. The current applicable NAICS is 233320, however it will change to 236118 January 01, 2002. The small business size standard for the NAICS is annual revenue of $27,500,000.00 over three years. In conformance with FAR 19.1300 this acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition please provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (1) SBA certification of HUBZone eligibility, (2) capability statement of your firm, and (3) a positive statement that your firm intends to propose on this acquisition. Based on responses received to this notice, the Contracting Officer will make a determination if there is not a reasonable expectation of adequate competition from HUBZone certified firms, the acquisition will be conducted using full and open competition. The period of performance is broken into phases. Phase I consisting of 20 units and 3 detached carports is 300 calendar days; Phase II consisting of 14 units is 210 calendar days; Phase III consisting of 10 units (Optional 8 units) and up to18 units is 180-240 calendar days; and Phase IV (Optional) 2 units is 90 calendar days. This solicitation will only be available via www.eps.gov. Issuance of the solicitation will be on or about 04 January 2002. Any and all amendments to the solicitation will be posted only to the Electronic Posting System at www.eps.gov.
