- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ), number R3-WZ-02-17. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. NAICS code 422930 applies and small business size standard is 100 employees. A quote is requested for the following items: Item #1 Mix per 50 lbs. Bags of Pine Type 5,000 lbs. $_________, Western Wheat Grass (17.5 lbs.) 1,750 lbs., Little Bluestem (7.5 lbs.) 750 lbs., Blue Grama (5.0 lbs.) 500 lbs., Green Spangle Top (2.5 lbs.) 250 lbs., Sand Dropseed (2.5 lbs.) 250 lbs., Mountain Bome (15.0 lbs.) 1,500 lbs. Item #2 Mix per 50 lbs. The seed mixture for items 1, 2 and 3 should contain the types of seed listed at the number of percentage of pounds to equal 50-pound bags. The only substitution allowed under this request will be sideoats grama for blue grama. Products delivered under any resulting contract must (1) bags must not be greater than 50 pounds (2) seed must be pounds of pure live seed and free from noxious weeds (3) seed must be certified. Bags shall be palletized and shrink-wrapped or non-slip treated to aid in forklift transport. Bags must be able to be unloaded and be able to be lifted or emptied via a forklift, without the assistance of additional devices or fasteners. Delivery should be made during the first two weeks of February. All deliveries must be made to the Payson Ranger District, 1009 E. Highway 260, Payson, Arizona 85541. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (8:00 to 4:00 pm), excluding official Federal Government holidays. Contractor shall notify Earl Klein at (520) 474-7900 a week before delivery to arrange a delivery date and call a minimum of 24 hours prior to actual delivery. FAR 52.211-16, Variation in Quantity (April 1984) applies to this solicitation and any resulting contract. (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation in quantity shall be limited to: 3 percent increase, 1 percent decrease, total contract quantity. The FAR provision 52.212-1 Instructions to Offerors-Commerical applies to this solicitation. 52.212-3 Offeror Representations and Certifications-Commercial Items, and addenda to FAR 52.212-3, the following is added, 52.204-3 Taxpayer Identification Number, 52.204-6 Data Universal Numbering System (DUNS) Number, 52.219-1 Small Business Program Representations, 52.222-70 Compliance with Veterans Employment Reporting Requirements. All offerors shall include with their quotation, a completed copy of provision 52.212-3 and the cited addendas.
