- Western Area Power Administration (WAPA) Desert Southwest Customer Service Region (DSW) intends to issue a contract on a sole-source basis to Fortech Software Consulting Company under the authority of 41 USC 253 (c)(1) - "only one responsible source" to provide Phase II development of Fortech e-tag version 1.67 electronic tagging software package and for software maintenance of version 1.67. The specific tasks to be performed under this contract include: Phase II: 1) Create Power Accounting Java Server Pages; 2) Provide Power Accounting Report, using ISA data and MV-90 monthly adjustment data; 3) Maintain IPP serviceability compatible with Etag 1.67, 1.7 versions and any minor revisions of E-tagging to versions up to the Etag elements in OASIS 2.0; 4) Establish functional requirements in conjunction with WALC Operational experts. Maintenance of version 1.67 for the period of 01/01/02 to 04/30/02. The basis for the sole source award to Fortech is as follows: Fortech is uniquely qualified to perform the tasks defined in this Statement of Work (SOW) due to their proprietary e-tag designs that no other vendor has access to. The Government intends to award a firm-fixed price contract. No solicitation Package available. All responsible sources may provide a proposal. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer. A statement regarding industry security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Provide responses to WAPA, P.O.
