Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC CHIPPEWA (WLR-75404), a 75 foot tender and her 130 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 18 January 02 with quotes due on or about 19 February 02. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to bhancock@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. This acquisition will be solicited unrestricted. The home pier of the vessel is OWENSBORO, KENTUCKY. All work will be performed at the contractor's facility. The performance period will be 54 days with a start date on or about 29 APR 02. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC CHIPPEWA (WLR-75404). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following: clean and inspect fuel tanks; remove and dispose of fuel (up to 5000 gallons); remove, inspect and reinstall propeller shafts; renew propellers; clean and test grid coolers; overhaul and renew valves; inspect and test air receivers and relief valves; remove, inspect, and reinstall rudder assemblies for steering and flanking systems; preserve spud and spud well on tender and barge; overhaul air capstan; overhaul Appleton KB20-10 Crane; inspect various deck fittings; preserve sewage and grey water collection and holding tank; preserve barge buoy deck; preserve underwater body; renew draft figures barge and tender; preserve freeboard; provide temporary messing and berthing; provide temporary logistics, routine drydocking of tender and barge; modify barge side shell plating; install new tender/barge interface system; renew deck covering system; overhaul steering, and flanking rudders hydraulic cylinders; GFP report in accordance with solicitation Section H. Option items include but are not limited to the following: remove, inspect, and reinstall intermediate shafts; renew water-lubricated shaft bearings; renew shaft sleeves; renew tender towing knees. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restriction applies to tender and barge: Restricted to the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
