Description
VA intends to award an Architect/Engineer contract for preparation of working drawings and specifications, cost estimate, submittal review and other construction period services for Project Number 528-02-700, Renovate 5W for Rehab Unit at the VA Medical Center, Syracuse, NY. The purpose of the project is to renovate the 5 West Physical Medicine & Rehabilitation Unit and primarily consists of the consolidation of occupational therapy clinics. This would entail the conversion of single offices and bathrooms into one large, open clinic space up to 1,500 square feet. This would include combining B547 (4 room suite), B545, and B546. Additional rooms (B541-B544) may be included if permitted by fire code. Included in this project would be the restructuring of current medical gases and nursing call bell system. With the implementation of cardiac and pulmonary rehab programs it is imperative that access to oxygen and cardiac monitoring be available for both the physical therapy and occupational therapy clinics. Additionally, it is necessary to ensure that one handicap accessible bathroom is available for patient care. It is anticipated that B540 be used for this purpose. The consolidated occupational therapy clinic will also require the following items to be available: at least one sink for handwashing, one sink for splint fabrication, privacy curtains, and computer and phone access. Storage areas will also be incorporated into this plan so that equipment currently on the 9th floor will be stored within the PM&R space on the 5th floor. This project also includes the removal of two walls in the outpatient physical therapy clinic (C503,C505) and creation of a doorway in the PM&R Office (C506). The project will include providing all telephone and computer network infrastructure required and affected by construction. Drawings will be CADD generated with Auto Cad 14. Specifications shall be compiled from VA master specifications which are available on the internet. Selection of the Architect/Engineer will be based on specialized experience, capability of the firm to perform, professional qualifications of the staff to be assigned to the project, past performance for VA work and/or similar hospital projects, and the record of past performance in the form of a comparison between their estimates and actual project awards. The area of consideration is restricted to firms within a 165 mile radius of the medical center. Appropriate data for this project must be submitted on Standard Forms 254 and 255 no later than January 22, 2002. Submission should emphasize experience on similar projects. This is not a request for proposals. NAICS 54131 applies. Construction cost estimate is between $250,000 and $500,000.
