Description
The Corporation for National and Community Service, a wholly-owned Federal Government Corporation, intends to award a contract to a qualified vendor in Tulsa, Oklahoma, who can provide lodging, catering, and meeting space for two (2) AmeriCorps*VISTA Pre-Service Orientations (PSO)/Early Service Training (EST). Events will occur (a)April 21-27, 2002; (b)July 21-27, 2002. Where there is a full week of training, two events will overlap on the third day of the PSO and the first day of the EST. During the weeklong training events, the first group will check in on Sunday (training starts Monday morning)and check out on Wednesday morning. The second group will check in on Wednesday evening,(training will start Thursday morning), and check out on Saturday. Each event will require sleeping space for double occupancy with access to individual beds for three nights. Also space for up to 7 single occupancy rooms per night. Meeting Space Requirements: Sunday - A registration space with four (4) six-foot skirted tables to accommodate a flow of registrants from 4:00 p.m. until 8:p.m. Monday - Saturday: the facility must have general session room to accommodate up to 150 persons classroom style, and up to (six) breakout rooms daily in round setup to accommodate 25-30 persons. Audio/visual needs for the general session are two (2) flip charts, overhead projector, 10' x 10' screen, lapel microphone, hand held wireless microphone; (TV/VCR and cart for Monday only); audio visual for each of the six (6) breakout rooms are l flip chart, overhead projector, and 6' x 6'screen. Water and glasses must be provided at all times in all meeting areas. LODGING: (A) April 21-27, 2002 event: 108 people/54 doubles Days 1-3 & 144 people/72 doubles, Days 4-6. Also 7 singles per night. (B) July 21-27, 2002 event: 170 people/85 doubles Days 1-3 & 138 people/69 doubles, Days 4-6. Also 7 singles per night. MEALS (Prefer buffet meals throughout events: The specific meeting requirements for each event are as follows: DAY 2 - Full hot breakfast, mid-morning break, lunch, afternoon break, and dinner. Audio-visual will be as indicated above. DAY 3 - Full hot breakfast, morning break, lunch, mid-afternoon break, and dinner. DAY 4am - Full hot breakfast, morning break, and bag lunch for those checking out. Day 4pm - No meals Day 5 - Full hot breakfast, mid-morning beverage break, lunch, afternoon beverage break, and dinner. Day 6 - - Full hot breakfast, mid-morning beverage break, lunch, afternoon beverage break, and dinner. DAY 7 - Full hot breakfast, mid- morning beverage break, and brown bag lunch by 12:00 a.m. To be considered, bids need to include the following information: (1) Per night sleeping room rate for single and double occupancy; (2) Per person meal charges for the Days 2-7 above. The selected vendor must be prepared to provide vegetarian and kosher meals. Approximately 25% of all meals will be vegetarian; (3) If bid is made on a per person cost inclusive of all costs, a single night cost must be provided for guests staying for less than full event and food costs for participants not staying at hotel; (4) Charges for meeting space and individual items of audio-visual equipment; (5) Parking for participants and at what cost; (6) A description of the shuttle service available to and from the airport and any costs associated with shuttle transportation; (7) reduced costs for staff requiring lodging on-site, based upon number of overnight quests; (8) Vendor must provide on-site representation during all dates of the event for coordination, problem solving and decision making. Quotation must be sumitted in writing, signed by a person authorized to negotitate on behalf of the proposer with the Government and sent to: Bettye Hammond, Corporation for National and Community Service, 1999 Bryan Street, Suite 2050, Dallas, TX 75201. Responses to this RFQ are due at the above office by Close of Business (COB) January 18, 2002. Federal regulations require that any hotel/conference space contracted shall meet and comply with American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control Guidelines. All proposed prices must be inclusive. For example, audio-visual rentals and the cost of food must include gratuity if applicable. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Only facilities within the Tulsa, Oklahoma commuting area need apply. The solicitation number is SWSC-08-BH and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) Code for this requirement is 721110 and the small business size standard is $5M. This best value procurement and evaluation of offers will be based on quality, past performance and price. The clause 52.212-5, Contract Terms & Conditions Required To Implement Statues or Executive Orders-Commercial Items applies to this acquisition.
