Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 2011265102-00101 and is issued as a Request for Quotation (RFQ) on a full and open competitive basis. This solicitation is unrestricted. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The North American Industrial Classification Code (NAIAS) is 334516. Both of the Service Contracts listed below shall run for 1 year and shall start in January 2002 and all service shall be performed in Beltsville, Maryland 20705. The first service contract shall consist of the following: Model: LCZ-QC Mass Spectrometer, Serial Number: 9341, (which is manufactured by "Micromass"), needs to be placed under a contractual agreement to cover one year on unlimited comprehensive service and maintenance. The contractual services agreement shall guarantee that a certified factory-trained Micromass experienced engineer shall provide unlimited numbers of emergency repair visits. These visits shall be provided on a priority response basis for all emergency repairs. On-Site Response is guaranteed to be 96 hours or faster. Two preventive maintenance visits shall be included, during which a factory trained engineer shall perform all preventive maintenance recommended for the instruments as described in the preventive maintenance checklist. The remote diagnostics option is included. All costs incurred during all emergency and preventive maintenance visits for labor, parts and travel charges shall be included into your quote. In addition to the above service contract requirement: U.S. Department of Agriculture also requires a service contract for the "Data System" and "Software Support" part of the LCZ-QC Mass Spectrometer, Serial number: 9341. The "Data System" service contract shall require the following: One year contractual agreement which shall quarantee one-year of unlimited comprehensive service and maintenance for the "Data System" and "Software Support". Shall also provide hardware coverage of the data system CPU, monitor, mouse and keyboard. Maintenance releases of MassLynx shall be provided and shall be installed during the first scheduled preventive maintenance visit. Priority response is given for all software support calls. "Micromass" is a sole manufacturer of the model: LCZ-QC Mass Spectrometer. The above unit is a unique, highly sophisticated instrument and ***only factory trained and certified engineers with Micromass experience are required to perform the above services and repairs. Micromass is also the "SOLE SOURCE" of spare parts that may/shall need to be replaced during the duration of the above service contract. Micromass also provides unique software: "masslynx", to run the above instrument. All offerors shall include completed copies of Far Clause: 52.212-3 (Representations and Certifications) and Far Clause: 52.212-70 (Compliance with Veterans Employment Requirements). Faxed quotations are acceptable to the attention of: John C. Wilkinson at FAX NUMBER 301-504-8696 on or before January 15, 2002. Quotations shall include all specifications and literature pertaining to all of the above requirements which demonstrate the capabilities for meeting the requirement. The evaluation factors for this requirement shall be price and past performance. Anticipated award date: January 17, 2002.
