JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), Narcotics Affairs Section (NAS), Bogota Colombia. The NAS provides oversight, planning, and operational and logistical support for the INL counter-narcotics aviation program in Colombia. PURPOSE: The purpose of this personal services contract position is to oversee logistics services to the Colombian National Police (CNP) Air Service. The incumbent works closely with the Aviation Maintenance Adviser and NAS procurement personnel to ensure a high availability rate and the highest quality maintenance for all aircraft owned or serviced by NAS. STATEMENT OF WORK Provides technical assistance to the CNP Air Service in the planning and control of the flow of materials in support of counternarcotics air operations. In conjunction with NAS procurement personnel, assists the CNP in ordering and obtaining necessary replacement parts and tools for all USG-owned and supported aircraft used by the CNP Air Service and/or NAS, working under the direct supervision of the NAS Aviation Program Officer. The supported aircraft fleet is currently comprised of: 27 Huey II (to be 33 after fielding), 12 Bell 212, 4 Bell 206, 3 Hughes 530/ 500, 8 UH-60, 3 DC-3, 2 twin Otter, 3 Cessna Caravan and 4 C-26A/B. Supervises all USG-contracted logistics and HUEY-II completion personnel providing support to said aircraft (currently 7 Colombian nationals). Oversees the UH-1H-to-Huey II conversion program. Ensures that all necessary kits, parts, tools, armor and equipment are available for the program. Assists the CNP conversion teams. Ensures that all necessary coordination with Bell Helicopter is carried out. Assists the police air service and NAS personnel with the implementation of an effective inventory control and management system covering all the aspects of material management. Ensures the proper operation of the supply tracking and repair and return program. Provides technical assistance with FMS and 506A program requisition tracking. Provides guidance and technical assistance with the FMS and direct commercial repair and return program. Ensures that the inventory control program keeps track of investment items by location and supply service condition. Assists with the management of the supply discretionary reports for both FMS and direct commercial procurement processes. Provides guidance to NAS and CNP Air Service personnel in following proper procedures to take full advantage of material warranties. Assists CNP Air Service and NAS personnel in the development of requirements for 506A presidential determination drawdown programs. Advises CNP Air Service and NAS personnel regarding the best sources for equipment, parts, tools, exchanges, overhauls, modifications, services and supplies. Coordinates the removal (either by demilitarization or by transfer to the Colombian Air Force) of all usable and unusable UH-1H spare parts currently occupying nearly a quarter of the Guaymaral warehouse space. Works with Embassy MilGroup to ensure this is carried out in a timely manner. Prepares periodic performance reports for NAS Aviation Program Manager. Performs limited Contracting Officer?s Representative duties for key equipment acquisitions, training contracts etc. II. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Familiarity with maintenance and logistics requirements for MD 530, Bell 206, Bell 212, Bell HUEY- II, Sikorsky UH-60 helicopters and various types of fixed-wing aircraft. f. Knowledge of US FAA, US military and/or INL safety standards and procedures. g. Familiarity with USG procurement procedures. h. Familiarity with Foreign Military Sales (FMS), US military drawdown and commercial sources for parts. i. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. WORK ENVIRONMENT. The work is primarily conducted in an office or aircraft hangar. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Position Elements a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. IV. Evaluation Criteria a. Offeror?s demonstrated experience in maintenance and logistics requirements for MD 530, Bell 206, Bell 212, Bell HUEY- II, Sikorsky UH-60 helicopters and various types of fixed-wing aircraft. Offeror?s knowledge of US FAA, US military and/or INL safety standards and procedures b. Offeror?s demonstrated experience and knowledge of USG procurement procedures and regulations and budget development and execution. Offeror?s knowledge and experience with Foreign Military Sales (FMS) and US military drawdown. c. Offeror?s demonstrated experience in performing Contracting Officer?s Representative duties for key acquisitions. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
