Description
Massive Modular Blocks - Large Concrete Barriers: This is not a solicitation. This is a sources sought synopsis for market research. The Force Protection Systems Program Office (ESC/FD) wishes to identify sources to fabricate large concrete barricades at, or delivery to, six different locations. These barricades, to be known as Massive Modular Blocks (MMBs), have been designed by a third package. The notional drawing package is posted at http://www.herbb.hanscom.af.mil. The basic technical specifications are as follows, but the blocks will have site-specific requirements: 1) Block dimensions are 10 feet long, 4 feet high, 30 inches thick; 2) Requires forklift tine holes for lifting; 3) Internal structure of Grade 60 #7 rebar placed horizontally and vertically throughout with 6-inch center to center spacing; 4) Tack-weld 100 random re-bar intersections; 5) Exterior 1/2 inch steel plate integrally tied to the rear of the block by use of deformed bar anchors welded to plate; 6) Plate is welded to steel angles to reinforce the ends of the block; 7) Blocks use 4,000 psi, air-entrained, standard-weight concrete; 8) Air content should be 4.5% to 6%; and 9) Use of lightweight concrete is not acceptable. The locations for these blocks are Minot, ND; Shreveport, LA; Kansas City, MO; Las Vegas, NV; Great Falls, MT; and Cheyenne, WY. The government prefers to award one contract for all six locations but reserves the right to award more than one contract to one or more offerors. The potential exists for several hundred MMBs per location. Delivery of initial units thirty (30) days after contract award is highly desireable. The screening criteria will include the following: 1) Demonstrated technical expertise, 2) Adequate facilities and equipment to accomodate units of this size, and 3) Past performance. Respondents should provide a statement of capability, information on past performance, and a rough order of magnitude (ROM) cost for six (6) units and for one hundred (100) units. Interested potential sources should submit packages containing the above requested information by 11 Jan 2002 to ESC/FDK, 5 Eglin St, Bldg 1624 First Floor, Hanscom AFB MA 01731-2100, Attn Capt Julio A.
