Description
The National Institute of Child Health and Human Development (NICHD) is planning to award a contract for a MICROBICIDE PORTFOLIO COORDINATION SYSTEM (MPCS). This sources sought announcement is presented in an effort to locate small businesses with the capability of performing the requirements of the MPCS. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The overall goal of the MPCS would be to expedite the licensure of 1-3 products over the life of the contract for contraceptive/microbicidal efficacy. The Government anticipates awarding a contract for a period of one base year and four option years. For the purposes of this requirment, NICHD is seeking contractors who possess extensive experience and requisite expertise in the field of microbicides/spermicides. Prospective offerors must demonstrate their knowledge and ability to perform in the following areas: 1) identifying prospective products that should undergo further development; 2) conducting analyses of the possible further development of the prospective products, which may include data collection, literature searches, statistical analyses, etc.; 3) providing recommendations for developmental plans, including specific milestones, for the products identified in item #1; 4) providing recommendations for possible changes in the developmental plans, based on results of the analyses described in item #2; 5) coordinating meetings between Government, industry and academia involved in microbicide/spermicide development; 6) providing, as needed, market analysis and assessment of current technologies and resources in the field, including the integration of information regarding behavioral patterns and acceptability of the product development; and, 7) tracking overnment regulations required for microbicide /spermicide product licensure. The offeror must provide evidence which demonstrates prior experience in the development of licensed products from pre-clinical stages to market. AT THIS TIME, ONLY CAPABILITY STATEMENTS ARE BEING REQUESTED FROM SMALL BUSINESSES. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. The required service is defined as code 541690 under the North American Industry Classification System (NAICS). For the purposes of this announcement, a small business is defined as one that has revenues of <$5 million. Small businesses that believe that they have the ability to satisfy each of the above stated capabilities and who meet the stated size standards are encouraged to submit a capability statement to the address indicated above within 45 days of the publication of this announcement. The capability statement should be limited to no more than 15 pages and should address each of the competencies indicated above. If responses indicate the likelihood of satisfactory competition among qualified small businesses, the solicitation will be restricted to small businesses only.
