- NA This is a combined sole source synopsis/solicitation to R.L. Polk Company of Southfield, MI for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTRS57-02-R-20008, and is issued as a Request for Proposal (RFP). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR PART 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-27. This solicitation is not a small business set-aside; the North American Industry C lassification System (NAICS) Code is: 54199. This combined synopsis/solicitation contains Base Year 1 (Items 0001A thru 0001G), Option Year 1 (Items 0002A thru 0002G), and Option Year 2 (Items 0003A thru 0003G). Statement of Work: The Contractor shall provide sets of printed reports at the U.S. level, CD-ROMs at the State level, and CD-ROMs at the U.S. and State levels of the National Vehicle Population Profile (NVPP) for domestic cars, light trucks and import cars. The data contained in the NVPP includes a count of vehicles (domestic cars , import cars, light trucks) in operation as of July 1 by make, series, body style, engine size (Cubic Inch Displacement (C.I.D.) and number of cylinders) and year model. Expanded records include wheelbase, curb weight, front wheel drive, transverse engines, automatic brake system, and standard tire size. All data shall be provided on CD- ROM. Documentation describing the contents of the files shall be provided. The Contractor shall provide a CD-ROM containing year-end statistical data from the Trucking Industry Profile (TIP) database for vehicles in GVW Classes 3-8. The data contained in the TIP file includes a count of vehicles in operation as of December 31 by GVW, Year Model, Vehicle Company Name, Make, Series, Model, Vehicle Type, Cab Configuration, Wheels Driving, Front Axle, Rea r Axle, Brake Type and Carrier Type. The contractor shall provide the National New Car and Light Truck Registration data by Model year within Calendar year. The data contained in the National New Car and Light Truck Registration file will include vehicle identification number, make, model, body style, restraint system, country of origin, GVW rating class and monthly counts on CD-ROM for the calendar year. Data will be provided in two installments: January thru June and July thru December. Delivery shall be FOB destination for Items 0001A, 0001C, 0001D, 0001E, 0001G, 0002A, 0002C, 0002D, 0002E, 0002G, 0003A, 0003C, 0003D, 0003E, 0003G to: USDOT/Volpe National Transportation Systems Center, Attention: Mrs. Marjorie Saccoccio, DTS-44, 55 Broadway, Kendall Square, Cambridge, MA 02142. Del ivery shall be FOB for Items 0001B, 0001F, 0002B, 0002F, 0003B, 0003F to: USDOT/National Highway Traffic Safety Administration, Attention: Mr. Marvin Stephens, NRD-32, 400 Seventh Street, SW, Washington, DC 20590. All deliverables for the Base Year (Items 0001A thru 0001G) shall be delivered on or before December 30, 2002. All deliverables for the Option Year 1 (Items 0002A thru 0002G) shall be delivered on or before December 30, 2003. All deliverables for the Option Year 2 (Items 0003A thru 0003G) shall be delivered on or before December 30 2004. The provision at 52.212-1, Instructions to Offers ? Commercial, is hereby incorporated by reference. The provision at 52.212-2, Evaluation ? Commercial Items: (a) The Government will make an award resulting from this solicitation to the respon sible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance. (b) Options. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expir ation time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Offeror will certify that the data and reports are in compliance with the specifications written. The Offeror will provide past performance information as follows: (Three references where stated data/reports have been delivered to other customers). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). All Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commerci al Items with their offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition; additional clauses cited in 52.212-5(b) that apply to this acquisition are: 1, 3, 5, 7, 8, 9, 11, 12, 13, 14, 15, 22. The clause at 52.232-18, Availability of Funds (APR 84), applies to this acquisition.
