Description
NA The U.S. Army Soldier and Biological Chemical Command intends to conduct negotiations with and award a contract to Heller Institute of Medical Research, Sheba Medical Center, Tel Hashomer, Israel, on a basis of other than full and open competition, referen ce FAR 6.302-1(a) for Technical Services to develop a new energy expenditure prediction model from actigraphy data for inclusion into a wrist size automatic physiological and environmental monitor (WAPEM). Algorithm adjustments and/or fixes to Cold Strain Indes (CSI) and Physiologic Strain Index (PSI) to reflect verifications with archival databases. Perform data mining of wide activity modes from heart rate data sets collected by Institute of Military Physiology. Data will be reformatted on electronic spreadsheets that can be easily implemented for the validation and verification of WAPEM outputs. Perform necessary refinements and adjustments of algorithms and coefficients for future improvements/modifications and microprocessor adjustments to WAPEM. Provide interim progress report. Perform statistical verifications and evaluations of WAPEM output versus the physiological strain index (PSI) and CSI. Provide interim progress report. The Heller Institute of Medical Research has previously tested the environmental sensors in the WAPEM and developed new algorithms useful for environmental stress prediction. The Heller Institute also developed the PSI and CSI indices that are used in physiological real time strain management and has the only scientific expertise to complete the necessary adjustments. The Heller Institute has the only complete metabolic, core temperature, and heart rate data sets for cold air, hot desert and humid environments required to validate the algorithms versus actigraph sensors from the WAPEM units. No solicitation document is available. See note 22.
