- NA Request for Sources Sought for Indefinite Delivery, Indefinite Quantity (IDIQ) contract for INTEGRATED MODULAR MEDICAL SUPPORT SYSTEM 1. Purpose. a. The requirement is to provide an Integrated Modular Medical Support System (IMMSS) and components for the United States Army Medical Command (MEDCOM), Fort Sam Houston, Texas. Contract will be applicable for Army Medical Treatment Facilities (MTF's) th roughout the Continental United States (CONUS) and Overseas (OCONUS) Army Medical Treatment Facilities (MTFs) are those facilities which support the Army Medical Department mission. The functional uses of the facilities are broad and cover such functions as (but not limited to): Hospitals, medical and health clinics, dental clinics, veterinarian clinics, administrative and logistical facilities, as well as research, training and medical warehouse functions. IMMSS shall provide the Army medical facilities with an integrated (modular) componentized system to support medical functions. b. Contract is for a five year period to provide continuity of products and services to the MTF's. 2. General Product Description. a. The IMMSS shall provide the following integrated componentized systems: administrative and clinical workstations, materials management and handling systems, pharmaceutical modules, laboratory systems, and nurse station systems. These products will enabl e the Army medical facilities to have product flexibility and interchange of sub-components, flexible system arrangements, avoidance of replacement and product obsolescence due to the changing medical and high technology environment and mission. Products p rovided must be compatible to and interchangeable with existing IMMSS components and systems, as noted in para 2.e. below. b. IMMSS will be comprised of sub-components which are modular and interchangeable from one component system to another without special tools. Products will be mounted on adjustable panels, horizontal rails and vertical wall supports. A complete line of pr oducts must be provided to benefit the entire organization; from the multi-occupancy administrative offices, doctor's offices, exam and treatment rooms, pharmacy storage and dispensing, medical/clinical laboratory configurations, healthcare materials manag ement, as well as nurses stations. Components must be specifically designed to accommodate material movement and to perform in areas of large material flow such as patient care units. c. Integration of sub-components between the component systems is required in order to provide total flexibility and standardization. Component systems from different component manufacturers is allowed, provided the sub-components are directly interchangea ble. (For example, drawers from an administrative component system shall fit into the pharmacy or nurse station component system without modification or custom adaptation.) d. IMMSS vendors shall provide support services such as: Design Services, Warranty and Product Protection Services, Restorative Services, Project Management, and Extended Installation Services. Extended Installation Services shall include the ability to s upply integration, coordination, and the connection of utilities (such as electrical, plumbing, medical gases, data/communication) by certified, licensed tradesmen. Extended Installation Services shall also include limited construction required to support the components/systems within the facility. Vendors must demonstrate capability to provide sales, service and support to all Army medical installations in CONUS and OCONUS locations to include normal warranty and transportation support services. e. The IMMSS system must be compatible and functional with Herman Miller systems currently installed. 3. Specific IMMSS Product Capabilities. a. General interchangeable elements of all component systems. The Integrated Modular Medical Support System shall contain the following common elements, which can be utilize d in an integrated component system: (1) Support Components - Panel systems of various sizes and finishes. - Horizontal support elements (rails) - standard, dispensing, paper management, medical equipment. - Vertical support elements (wall strips) - wall supports, wall starter channels. - Relocatable wall systems (allows for modular room construction). (2) Work Surfaces - Cantilevered Work Surfaces - Tables (Freestanding Work Surfaces) (3) Storage - Shelving Systems, open and closed Filing, Pedestal, and Drawers (4) Miscellaneous Components - Display Surfaces, tack and writing; Lighting, Keyboard Tray, Paper Management Accessories, Security, and lock sets. (5) Healthcare Materials Management - Storage Modules - Transporters - Specialty Carts - Processing Tables b. All systems shall have compatible finishes and colors to provide a visually aesthetic product. Incompatible colors will distract from the architectural and interior design of the healthcare environment. A wide selection of coordinated finish materials a nd colors is required in order to provide the user with a choice of cost, quality and the ability to select finish colors that will coordinate with varying medical treatment facility architecture and interior design. c. Panels shall have internal power and communication distribution system capabilities. d. Administrative Component System. (1) The administrative support system sub-components are required to support typical office/administrative functions. High usage of automated equipment is expected, thus sub-components must be easily adjustable. Provisions for automation support features a nd a variety of sizes and components are required. System shall consist of panels, work surfaces, pedestals, filing, open and closed shelving and keyboard trays. (2) Support sub-components must be capable of being used in the other component systems without modification. (3) Relocatable walls will provide floor to ceiling partitions and will be provided in many sizes and purposes. Panels must have variety of finishes (from high level administrative to clinical usage). Administrative component will be capable of hanging fr om wall. e. Clinical Component Systems. (1) Clinical component systems shall incorporate the use of administrative systems, material handling and storage systems. (2) System shall be able to provide work surfaces capable of installation of sinks and other plumbing fixtures such as medical gases. (3) Capability for hospital grade electrical outlets is required. (4) Specialty clinical equipment storage and clinical support functions are required. Provide modular system components for typical medical requirements such as drugs, equipment, emergency crash carts, treatment carts, processing tables, etc. (5) Provide equipment-mounting brackets in clinical equipment (such as otoscope, x-ray view boxes, monitors, etc). Installation to rails and wall strips is required. Brackets will allow for easy user adjustments over a range of vertical and horizontal elev ations, in addition to removal of clinical equipment. f. Laboratory Component system. (1) Medical gas, power and plumbing support systems are required. (2) Laboratory grade of work surfaces, panels and storage systems required in addition to typical administrative support systems. Laboratory panels will allow for pass through and internal plumbing. (3) Direct use of administrative sub-components, without special modification is required. g. Pharmacy Component system. (1) Pharmacy component system shall incorporate the use of administrative, material handling, and storage systems. (2) System shall be able to provide work surfaces capable of installation of sinks and other plumbing fixtures such as medical gases as well as hospital grade electrical and communication lines. (3) Specialty pharmacy equipment storage and dispensing support functions are required. Provid e modular system components for typical pharmacy requirements such as drugs, fluids, supplies, and medication carts and distribution systems. h. Nurse Station Component System. (1) Nurse Station component systems shall incorporate the use of administrative systems, material handling and storage systems. (2) System shall be able to provide work surfaces capable for installation of specialized physiological monitoring automation, computer applications, data communication and power distribution as well as reception counters, pedestals and other storage. Prov iding specialized work surfaces and panels is required in order to allow for the integration of these systems requirements. Access to cable runs is required, installation of new cables, circuits and receptacle can be made without interfering with structure s. Monitors shall be accessible without interrupting function of nurse station. (3) Specialty Nurse Station functional needs must be provided to include charting, material storage and drug dispensing. (4) Capability for hospital grade electrical outlets is required. i. Healthcare Materials Management Component System (1) Provide modular material handling and storage component system, which allows storage, transportation, and functional use systems that are integrated into any of the above component systems. Modules shall be able to be installed on the horizontal suppor t elements. (2) Carts and storage sub-components must be able to provide specialty service support to clinical needs (medicine, Central Material Supply, CMS, pharmacy, etc.) as well as central materials support from logistics, medical supply, linen, CMS and other medi cal facility industrial needs. (3) Storage modules, transporters, specialty carts and processing tables in a variety of sizes and types are required. 4. Specific IMMSS Service Capabilities Sought. IMMSS vendor must provide the following services and capabilities. a. Provide a sales, service and support system to all Army medical facilities in CONUS and OCONUS areas. Support includes shipping, storage, installation and warranty. b. Design Services. (1) Provide a design service for the assessment of new and/or existing facility conditions, product installation requirements and utility system support, in addition to determining user requirements and needs. Professionals shall complete services. (a) As required, 1/4 inch = 1 ft-0 inches scale drawings of room determined to receive IMMSS shall be provided. As-builts of existing facilities may not be available to aid in development of drawings. (b) Design drawings shall be provided on personal computer based Computer Aided Design software (AutoCAD version 14 or greater or Micro Station version J or greater). Design output shall be provided to user in file format, graphic output and printed. (c) As required, as-built drawings and itemization shall be provided after installation of each MEDCOM facility is complete. (d) Product data itemization shall be provided to user in printed format as well as spreadsheet Microsoft Excel and database (Microsoft Access 97 or greater) output as required. (2) Design services shall be provided by hourly fee as negotiated based upon actual facility conditions. Design services will not be required for standard typical systems as defined by contract. c. Warranty and Product Protection Services. (1) Provide at least 5 years warranty for the sub component systems and standard manufacturer's products. (2) Provide a 6-month Post Installation re-adjustment service. This warranty service shall allow for minor system adjustments and service is inclusive of the base price. (3) Provide for continuity warranty of product availability and service for a period of 5 years after procurement and installation. d. Restorative Services. (1) Inventory Services. IMMSS vendor shall provide inventory services of existing component systems at the users location. Inventory services are to be negotiated based upon effort and output required. Inventory review will include item identification (tagging), consolidated inventory list, sub-component product repair and organization services. (2) Reconfiguration Services. IMMSS vendor shall provide reconfiguration of existing IMMSS systems as required. (3) Panel Fabric Replacement Services. Replacing fabric on existing fabric panels with new fabric is required. Inventorying existing panels and providing design services to coordinate selection of new panel fabric and color will be provided. (4) Clinical and Functional Analysis Services. Vendor shall provide subject matter experts to review, document, suggest workflow, space management, clinical and functional analysis services. Consultant review will become the basis of user reorganizations, reconfiguration as well as itemization of future procurements. Viable and qualified experts are required in the following areas: Clinical, nursing, CMS, laboratory, pharmacy, material handling, logistical-material flow, transition planning, space managemen t and administrative. e. Transportation, Installation, and Warehousing Services. (1) Transportation Services. (a) CONUS based transportation from vendor shall be inclusive to cost of the order. (b) OCONUS transportation. [1] Will be provided to the port of debarkation. [2] Overseas special packaging shall be required. [3] Overseas shipping, to the end user location, by the vendor shall be provided on special occasions and as directed by contracting officer. (2) Installation Services. Vendor shall provide manufacturer certified installers that are trained to install the system procured. When required, vendor shall provide licensed workmen when supplementing, extending, or modifying existing facility infrastruc ture to include electrical, communications, plumbing and HVAC systems. (3) Warehousing Services. When required by the government, vendor shall provide warehousing of procured items. f. Extended Installation Service. (1) Facility turn-key extended services, to be provided by the vendor, will be required in order to provide the Army Medical Facilities with changes to the infrastructure that are necessitated due to the use of IMMSS. Many existing facilities will require modification in order to use the modular concept provided by the above component systems. (2) When Project Management is required, provide dedicated, on-site, qualified person to oversee all phases of facility design, facility construction, IMMSS design, and IMMSS installation. Provide quality assurance of work completed. Project Manager shall be experienced in all of the phases required; experience in health care facilities; and will be at the approval of the contracting officer. Project Manager will be the single point of contact for the user as well as the primary coordinator for the vendor a nd actions by the vendor in performance of the extended services required. 5. Vendor Requirements and Qualifications. a. IMMSS products shall be produced by manufacturer(s) which have regularly engaged in the manufacture of system components and accessories for at least five (5) years and shall have completed at least three (3) projects using the type of product systems r equired above within that time. Vendor shall have an established sales, service, and installation support system that can provide support to the Army medical facilities CONUS and OCONUS. b. The IMMSS manufacturer(s) shall provide a statement that they have the financial and technical resources to assure prompt and satisfactory performance in the design, production, delivery, and installation of all the above component systems and services. If products of another manufacturer(s) are used to satisfy the IMMSS requirements, submit a statement signed by the other manufacturer that they have the financial and technical resources to as sure the prompt and satisfactory performance in the production and delivery of all the equipment specified. 6. Submission Requirements. a. IMMSS vendor shall provide a narrative report addressing the above requirements. Report shall not exceed 15, typewritten pages. Narrative shall address the required items in the same order addressed above. Vendor shall describe the product(s) that meet the need stated. Vendor shall indicate if the product meets, partially meets, or does not meet the function described. References to manufacturers' catalog should be provided in order to provide graphic illustrations of the product. b. Vendor shall provide the following data to verify installation of similar systems in three hospitals in the United States: Hospital Point of Contact with phone/fax numbers, Year installed, and Describe the product installed. c. Attachments (1) Provide manufacturer qualification verification (reference para 5b). (2) Manufacturer's literature. d. Provide manufacturers' single point of contact to provide additional information if required by the government. e. Sources please provide cage code, size of business, POC and email address. f. Deadline for receipt of response shall be no later than close of business, 4 PM CST, 14 Jan 02.
