Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS - AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-02 effective December 18, 2001 and Federal Acquisition Circular 2001-03 effective December 27, 2001. The associated North American Industrial Classification System (NAICS) code for this procurement is 335999 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote.***The National Institute of Standards and Technology (NIST) has a requirement for one (1) RADIO FREQUENCY AMPLIFIER. All interested offerors shall provide a quote for the following line item: Quantity one (1) each Radio Frequency Amplifier which shall meet the following specifications: (1) All solid state circuitry; (2) Frequency range: at least 5 to 100 MHz; (3) Gain: at least 52 db; (4) Output power over range (a) at least 150 watts into a 50 ohm load at 3db compression, (b) at least 125 watts into a 50 ohm load at 1 db compression; (5) Input and output impedance: 50 ohms nominal; (6) Mismatch tolerance: Will operate without damage or oscillation with any magnitude and phase of source and load impedance; (7) Primary power: Maximum of 1kW at 60 Hz. Also, nominal voltage shall be either 120VAC or 220VAC with autoranging capability that compensates for variations of +/- 10% of these values; (8) Output RF amplitude instability (50 ohm load) as a function of time at 100 MHz and 100 watts output using a square-wave input pulse from a 50 ohm source: (a) no greater than 2% over the first ms, (b) no greater than 2.5% over the first 10ms, (c) no greater than 3.3% over the first 100 ms, (d) no greater than 4% over the first 150 ms; (9) A minimum of 3 years warranty on parts and labor. Please explain the warranty coverage in your quote.***Delivery shall be FOB DESTINATION. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order; be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the contract; and pay and bear all charges to the specified point of delivery.***The Contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within 60 days or less after receipt of the purchase order.***The Government shall award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: (1) Technical capability factor "Meeting or Exceeding" the requirement; (2) Past Performance and (3) Price. Technical capability and past performance, when combined, are more important than price.***Evaluation of Technical Capability will be based on the information provided in the quotation. Offerors shall include the make and model of the products, manufacturer sales literature or other product literature which clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10). Offerors shall provide a list of at least three (3) references to whom they have provided the same or a similar item. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract, order or grant number; the amount of the contract; the address and telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.***The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions -Commercial Items applies to this acquisition.
