Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice is being issued as a Request for Quote (RFQ) for: (1) a 100-gram quantity of nano gellant material to support experimental propellant test and evaluation studies per the specifications below and (2) one set of documentation: GELLANT: The gellant shall be used in traditional earth storable fuels (jet fuels, kerosene based fuels) as well as rocket propellants (propane, methane, RP-1, etc.). The addition of the gellant to the fuel must allow for effective and uniform mixing with the liquid fuel and the stable formation of a gelled liquid, with minimal agglomeration or separation of the gellant materials in the gelled liquid fuel. The gellant shall allow an increase in fuel viscosity such that metal particles can be suspended in the gelled liquid fuel. The increase in viscosity should be sufficient to allow a stable fuel with no settling of the particles in the gelled liquid. Gellant material shall be effective for gelling both cryogenic and earth storable propellants using less than or equal to 10 weight percent (wt %) concentration of gellant in the final gelled fuel. DOCUMENTATION: The Contractor shall have the ability to test the efficacy of the gellant material in a fuel and gellant mixture, creating a sample of a gelled fuel. With your offer provide evidence of creating the gelled fuel with the new gellant. This can be in the form of a written report with photographs of the gelled fuel. Rheological data, such as viscosity measurements as a function of shear rate, etc., shall be provided in the report. Past experience with gelling liquid propane fuels with nanometer sized gellants must be demonstrated. The gellant energy value of 10,000 kilojoules per kilogram (kJ/kg) shall be verified by the Contractor providing a detailed theoretical calculation and/or an experimental energy measurement. The document shall be provided with delivery of the gellant. (The gellant material is a nanometer sized structure that has a high combustion energy and a high surface area.) Data on the size of the material shall be provided in the form of either transmission electron microcoscopy (TEM) photographs, or other nanometer sized appropriate imaging or measurement technique. The gellant material shall also have a combustion enthalpy of greater than 10,000 kilojoules per kilogram (kJ/kg), a surface area greater than 300 square meters per gram (m2/g) and consist of or be prepared from readily available commercial materials using proven procedures. Although for this procurement, laboratory-scale preparation methods are acceptable for the supply of this gellant quantity. However, the Contractor shall have the procedures and technology in place such that they are capable of potentially supplying 5 lb and larger quantities of gellant material for possible future investigations or be clearly scalable to this higher production capacities. The Contractor shall furnish with their offer proof of this requirement in order to be eligible for an award. The Contractor shall have suitable gellant analysis procedures and characterization methods to assure that the supply of the gellant material is of uniform and consistent quality and performance and shall provide proof of these with their offer. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 325199 and 1,000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 150 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by February 4, 2002 4:30 P.M. local time and may be mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: (b)(4) i.e., evidence of creating the gelled fuel with the new gellant, past experience with gelling liquid propane fuels, detailed theoretical calculation and/or an experimental energy measurement, data on the size of the material, procedures and technology to show the capability of potentially supplying 5 lb and larger quantities of gellant material and suitable gellant analysis procedures and characterization methods. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. (a) The Contractor agrees to comply with the following FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items: (1) 52.222-3, Convict Labor (E.O. 11755); and (2) 52.233-3, Protest After Award (31 U.S.C. 3553).
