Description
THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE. The NAICS code is 541710 and the size standard is 500 employees. The National Library of Medicine has a requirement for file-building support for the Hazardous Substances Data Bank (HSDB), an online factual scientific database. The work shall consist of creating new HSDB records, and updating and enhancing existing chemical records with current information extracted from a variety of scientific and technical sources, including government documents. The contractor shall provide staff with knowledge and experience in the field of toxicological, chemical, and environmental sciences to perform the file building tasks. The contractor shall also establish an in-house Quality Control group with the appropriate breadth of scientific expertise in toxicology, pharmacology, medicine, chemistry and the environmental sciences to review data input from all other HSDB file-building contractors. In addition, the contractor shall provide committee management support for the Scientific Review Panel, a group of 16 scientific consultants who conduct an in-depth scientific and technical evaluation of HSDB records. The HSDB file is built, edited, updated, maintained, and reviewed electronically. The period of performance shall be five years which includes a 12 month base year and four one year option periods. The contract will also include optional quantities for additional work. The Contractor shall provide monthly progress reports in addition to other reports to be cited in the solicitation. The Government anticipates the award of a cost plus fixed fee level of effort type contract as a result of this requirement. The Request for Proposal (RFP) will be issued approximately fifteen calendar days after posting of this CBD announcement. Proposals will be due approximately thirty calendar days thereafter. The RFP will be available in electronic format only. Paper copies will not be issued. The solicitation and any solicitation amendments will be available via the Internet at http://www.fedbizops.gov. The RFP may also be downloaded from the National Library of Medicine (NLM), Office of Acquisitions Management (OAM) home page on the world wide web (www). There will be no written solicitation document available and no bidders lists will be maintained.
