- Description
- The Environmental Protection Agency (EPA) has a request to provide support for the Emission Inventory Support - Criteria Pollutants (Point Sources) and Air Toxic Pollutants (Major Point Sources and Area Point Sources.) This request will be accomplished by the support in the development, distribution and implementation of emission factors, emission inventory preparation and emission methodology guidelines for specific emission sources. In addition, as the EPA moves forward with its air program, these activities will provide effective coverage of emission inventories for the pollutants currently regulated or contemplated for regulation, i.e., volatile organic compounds (VOCs), oxides of nitrogen (Nox), carbon monoxide (CO2), particulate matter (PM10, PM2.5) ammonia, sulfur dioxide (SO2), Lead (Pb), global warming gasses, and air toxics. The EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a base period of performance of 12 months, with four additional twelve-month option periods. The total duration of the proposed contract will be sixty months. The contract will be awarded on the basis of full and open competition, and will consist of 19,500 base quantity labor hours and 19,500 option quantity labor hours for each of the 5 periods, for a total contract maximum of 97,500 hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of $5 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 02/08/02, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be posted along with the solicitation. All responsible sources may submit a proposal which shall be considered by the Agency.
