Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation number assigned for this request for proposal, negotiate procurement is FN1087-02. This solicitation is issued under the Simplified Acquisition Procedures (SAP) and proposals may be downloaded from UNICOR.GOV web page. The announcement constitutes the solicitation and offers are being requested. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. The North American Industry Classification Code is 321912. SIC CODE:2421. UNICOR intends to enter into a 1 base year contract with four ? one year option periods. Total contract 5 years.. This is an ALL or NONE requirement. This contract contains a consignment inventory plan: The contractor is responsible for establishing a consignment inventory plan that will ensure that the line items listed maintain a two months of stock quantities: LBR0089 two month quantity is 1,728 each and LBR2170 two month quantity is 7,630. This quantity is to be maintained in contractor warehouse storage and any product removal from warehouse must be monitor on a regular basis, keeping a record of quantities received and removed. UNICOR is only obligated to paid contractor for product removal from warehouse to meet UNICOR customer demands provided that proper receiving documentation, a invoice and purchase order reflects quantity removal. All interested offerors may provided a proposal for the requested line items are as follows: Item 0001 ? LBR0089, yellow pine, crating lumber, # 2 Grade, 2?X4?X12?. Quantity: 10,368 estimated base year, option 1, option 2, option 3, and option 4. Unit of Issue: ea = each. Item 0002 ? LBR2170, yellow pine, crating lumber, #4 Grade,, 1?X4?X12?, Quantity: 33,249 estimated base year, option 1, option 2, option 3 and option 4. All offerors must submit a proposal on the base year and option periods. The delivery order minimum for LBR0089 is 432 each and for LBR2170 is 1908 each. The maximum quantity per delivery order for LBR0089 is 864 each and LBR2170 is 3815 each. Final Acceptance is subject to UNCIOR Quality Assurance Inspection. Variation in quantity is +/-5% increase and decrease. Delivery, inspection and acceptance will occur at the FOB Destination point: Federal Correctional Institution, 846 NE 54th Terrace, Coleman, FL 32521. Delivery is no later than 5 calendar days after the receipt of each delivery order. FAR provision at 52.212- 1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Item applies to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Offerors shall submit a signed and dated proposal to UNICOR, Federal Prison Industries (FPI), Attn: Bid Custodian, at the address listed below or via facsimile (202) 305-7337 or 7363. Offers may be submitted on Standard Form (SF) 1449 or letterhead stationary and shall indicate the solicitation number, bid opening date and time, name, address, and telephone number of the bidder. This will be a firm-fixed price requirement contract . The period of performance is 5 years. Award may be made with/without discussions to responsive/responsible offeror whose offer, conforming to this solicitation will be most advantageous to the Government, considering price, past performance and price related factors. Offeror must hold prices firm for not less than 90 days from the closing date. Offerors are advised to include a completed copy of Provision 52.212-3, Bidder Representations and Certifications--Commercial Items, with your proposal. Any offer that fails to furnish the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without further action by either party.
