Description
The Department of Justice (DOJ), Multimedia Management Section, intends to award a contract to a qualified vendor who can provide sleeping rooms, meeting space and meals for conference services in the Washington D.C. Metropolitan commuting area on the following dates: 3/13/02, 4/10/02, 5/8/02, 6/5/02, 7/10/02, 8/14/02, 9/11/02, 10/09/02, 11/13/02, 12/11/02, 1/08/03 and 2/14/03. These dates have been pre-established and are unlikely to change so interested vendors must be able to have accommodations available for all of the dates listed. The requirements for each of the conferences are as follows: Meeting Facilities - Two separate rooms are required for each date. One room is needed for the general session. General Session - The general session will be held from 7:30 a.m. to 6:00 p.m. The room set-up will be "U" shaped seating for 23 people and theater seating for 80-100 people. Luncheon Session - One room will be used for a working lunch session. Lunch will be from 11:30 a.m. until 1:00 p.m. The room setup for the working lunch must accommodate 25 people in rounds with a miked podium at the front of the room. The food selection for the working lunch will be determined one month prior to each conference. The general session room and luncheon room are to be in close proximity to each other. Sleeping Rooms - Ten sleeping rooms for each meeting are required for the night before the conference and the night of the conference. Each conference attendee will contact the hotel and make their own reservations and secure the reservation on their own credit card. The hotel must provide the cut off date that reservations must be made to avoid paying for rooms not reserved for each conference. Audiovisual - The following equipment is required for each session: 23 table microphones; 1 wireless lapel microphone; 1 wireless hand held microphone; 2 projection screens (at least 7'x7') (one in each of the rooms); 2 flipchart easels with markers (one in each of the rooms); and 1 podium with microphone in the room during the working lunch. Catering Requirements - The following refreshments will be provided at each of the sessions: Morning - at 7:30 a.m., food will be provided to serve 30 people that may include- coffee, muffins, pastries, bagels etc.; Lunch - at 11:30 a.m., a buffet will be provided to serve 22 people that may include cold cuts, pasta salad, green salad, cheeses, rolls. Afternoon - at 3:00 p.m., snacks will be provided to serve 22 people that may include cookies, brownies, sodas, tea, and coffee. Times are approximate, exact time will be determined one month prior to each session. Food selection for each session will be determined. Location - The hotel must be located in the Washington D.C. Metropolitan commuting area (excluding Maryland based on the proximity of the majority of the participants) and have a three or four diamond rating or equivalent. Due to the number of expected attendees, preference will be given to a hotel within walking distance of a Metro train stop. Federal Regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control Guidelines. This procurement shall be conducted utilizing Simplified Acquisition procedures. Quotations will be evaluated using Best Value selection procedures which seeks to select an offer based on the best combination of price and qualitative merit. The statement of work serves as the Government's baseline requirements, however, the following characteristics will also be evaluated to assist the Government in making a best value determination. 1. Convenience of transportation. 2. Facility Amenities. 3. Personal/Room Amenities 4. Convenience and Security of Location/Facility. Government representatives intend to make site visits in order to further determine best value.
