- Description
- The Federal Aviation Administration (FAA) is announcing its plans for the acquisition of engineering, technical, and management support services for the Office of Facility Management, National Airspace System (NAS) Technical Services Division, located in Oklahoma city, Oklahoma. The contractor shall provide experienced, qualified management and technical personnel, necessary to perform the work as defined in the Performance Work Statement(PWS). The NAS Technical Services Division provides engineering, technical, and management support for various NAS operating systems. The contract will be for a 1-year base period, with four 1-year option periods to be exercised at the sole discretion of the Government. The agreement will be a time-and-material type of contract, with firm-fixed unit prices and labor-hour provisions. The Government estimates the total cost for the 5-year period to be approximately $5,043,679. This acquisition is set-aside exclusively for competition limited to Socially and Economically Disadvantaged Businesses (SEDBs), that are expressly certified by the Oklahoma Small Business Administration (SBA) District Office, for participation in the SBA?s 8(a) program at the time of release of this public announcement. Only those 8(a) firms that are certified, under the Oklahoma SBA District Office, will be allowed to participate in this requirement. To be considered the vendor must be classified as a small business under the North American Industry Classification System (NAICS) code 541330, Engineering Services (Aerospace Equipment- $20/million). The FAA reserves the right to review and verify each firm's program eligibility. This acquisition will use streamlined acquisition procedures employing best practices for competitive negotiated procurements as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1997. Offers will be evaluated and contract award made on the basis of the responsible offeror submitting the lowest total offer, for all items, and whose proposal meets the Government's minimum requirements as specified in the Screening Information Request and the documents referred to therein. This acquisition contemplates a phased approach. This, the initial phase, involves the announcement of the requirement in order to permit companies that are certified, under the 8(a) program with the Oklahoma SBA District Office, an opportunity to express an interest in this requirement. Only those firms responding to this announcement will be allowed to participate in the next phase. The FAA reserves the right to add incumbent contractors and/or other sources which meet the criteria and have performed satisfactorily on previous procurements. The remaining phases of the downselect process will be identified in future communications with those firms that successfully respond to this public announcement. Interested firms who can comply with and meet the requirements addressed in this announcement should respond by January 18, 2002, in writing with required documentation as follows: 1) Provide a copy of your Oklahoma SBA 8(a) certification letter claiming 8(a) status, with your response to this announcement, as evidence of eligibility. 2) Complete and submit a FAA Business Declaration form with your response to this announcement. The form is provided as a separate document under this announcement. The FAA reserves the right to no longer consider on this acquisition, firms which fail to respond, firms which respond incompletely, or firms which respond with any information found to be verifiably false.
