Description

The Bureau of Engraving and Printing plans to issue a solicitation for a system consisting of aqueous based inks, an extender, an overprinting vehicle, and a viscosity reducing agent, if needed, for high speed rotogravure printing of postage stamps in accordance with BEP Specification I:GAS-1I dated October 18, 2001. The Government anticipates that a Firm Fixed-Price Requirements type contract will result from this solicitation. The estimated quantities for this requirement are as follows: (1) Process Black Ink (1I000409): Base Yr.: 3,176 lbs.; Option Yr. 1: 2,541 lbs., Option Yr. 2: 2,033 lbs., Option Yr. 3: 1,323 lbs. (2) Cyan Ink (1I000410): Base Yr.: 8.203 lbs.; Option Yr. 1: 6,562 lbs.; Option Yr. 3: 3,417 lbs. (3) Process Magenta Ink (1I000411): Base Yr: 5,121 lbs.; Option Yr. 1: 4,097 lbs.; Option Yr. 2: 3,277 lbs.; Option Yr. 3: 2,133 lbs. (4) Process Yellow Ink (1I000412): Base Yr: 2,048 lbs.; Option Yr. 1: 1,638 lbs.; Option Yr. 2: 1,311 lbs.; Option Yr. 3: 853 lbs. (5) Extender (1I000413): Base Yr. 24,046 lbs.; Option Yr. 1: 19,236 lbs.; Option Yr. 2: 15,389 lbs.; Option yr. 3: 10,019 lbs. (6) Gravure Dark Blue Ink (1I001320): Base Yr: 800 lbs.; Option Yr. 1: 800 lbs.; Option Yr 2: 800 lbs.; Option Yr. 3: 800 lbs. (7) Gravure Blue Ink (1I001324): Base Yr: 800 lbs.; Option Yr 1: 800 lbs.; Option Yr. 2: 800 lbs.; Option Year 3: 800 lbs. (8) Printability Compound (1I001221): Base Yr: 4,047 lbs.; Option Yr. 1: 3,238 lbs.; Option Yr. 2: 2,590 lbs; Option Yr 3: 1,686 lbs. (9) Unknown Inks: Base Yr: 2,500 lbs;, Option Yr. 1: 2,000 lbs; Option Yr. 2: 1,600 lbs.; Option Yr. 3: 1,040 lbs. The period of performance will be one base period of 12 months, and three option periods of 12 months each. The NAICS code for this requirement is 325910.
