- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The acquisition will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This synopsis/ solicitation includes all applicable provisions and clauses in effect through FAR 97-27. This solicitation is set aside for small businesses. The North American Industry Classification (NAIC) code is RFQ-NCI-20014-NQ and the business size standard is $5.0. BACKGROUND: The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Office of the Associate Director and the Cancer Statistics Branch, within the Surveillance Research Program (SRP); (1) plans, directs, coordinates and evaluates a program of cancer surveillance involving the collection and analysis of pertinent data in order to answer key questions about cancer incidence, morbidity, mortality, and cancer-related health status in diverse regions and in general and specific populations of the United States defined by sociodemographic measures; (2) evaluates a program of integrated, comprehensive, multiple population-based reporting systems and coordinates its cancer surveillance activities with other divisions, institutes, federal and state agencies, national and international health organizations, and public and private organizations; (3) provides leadership in developing statistical innovations appropriate for analyzing trends in cancer incidence, morbidity, mortality, and survival, for developing new cancer progress measures, and for evaluating the impact of cancer control interventions, geographic, social, behavioral, genetic, and health care delivery factors on the cancer burden; (4) provides planning and technical assistance, and conducts methodologic research on issues related to the design and analysis of randomized and nonrandomized studies for evaluating program interventions to reduce the cancer burden; (5) represents the program area in management and scientific decision-making within the Institute and other organizations involved in cancer surveillance; (6) develops applications of innovative information technology for dissemination of research results, for implementation of cancer surveillance systems, and for computer systems support of the Division?s research and administrative activities; (7) develops and participates in trans-National Institutes of Health (NIH), Department of Health and Human Services (DHHS), and private/public initiatives in areas relating to program responsibilities, including advancement of the science of cancer surveillance; and (8) meets with investigators and the relevant scientific community to exchange information, evaluate research trends and support extramural research. REQUIREMENT: The purpose of this requisition is to obtain services related to organizing centralized file systems for both the Office of the Associate Director and the Cancer Statistics Branch, within the Surveillance Research Program (SRP). Due to numerous reorganizations in past years, staff turnover, the current systems within the 2 branches are no longer effective/efficient. Because the current systems are unclear to many staff, there has been a lack of attention paid to maintaining the systems, and much information is housed in individual offices. The Office of the Associate Director currently has 6 file cabinets @ 42" wide/5 drawers high; 6 file cabinets @ 30"wide/5 drawers high; and 2 file cabinets @ 36" wide/3 drawers high. Information is categorized by Administration, Communications, Professional Liaison/Legislation, Contracts, Grants, Interagency Agreements, Meetings, North American Association of Central Cancer Registries, Personnel, SEER Program. There are 5 staff members that contribute and need to access the central files. The Cancer Statistics Branch files currently has 8 double-sided, turnstyle type file cabinets @ 24" wide/6 drawers high; 3 bookcases @ 34" wide/6 shelves high. Information is categorized by contracts. There are 15 staff members that contribute and need to access the central files. Multiple filing systems are maintained by multiple staff in individual office space. SPECIFIC REQUIREMENT: The contractor is to provide adequate and appropriate staff for carrying out the requirements of this procurement. The period of performance will be from date of award to one year. The contractor shall be required to (1) develop and implement distinct and separate centralized file systems for each branch, and a library system for the Cancer Statistics Branch, where necessary staff can access and find hard copy information; (2) utilize current office space; (3) arrange files by subject with some files broken down further by year; (4) follow NIH record maintenance and disposal guidelines; (5) identify information for record retention to be housed in the central files; (6) develop an electronic file index; and (7) prepare an electronic document of the complete file list using MS Word. In addition, the contractor shall work with the CSB staff to develop a library system. The contractor will be required to meet with representatives to discuss the status of the requirement or any unanticipated problems as necessary. The contractor shall work with NCI staff to schedule and confirm meeting times to perform work. GOVERNMENT RESPONSIBILIES: The government will provide adequate space including a computer, and supplies necessary to carry out the requirements of this procurement. LEVEL OF EFFORT: The Government has determined that 850 hours of effort will be required for this solicitation. EVALUATION AND CRITERIA: The major evaluation factors for this solicitation include technical and price factors. The technical portion of quotations will receive paramount consideration in selecting a vendor. However, price will also be a significant factor in the event that two or more vendors are determined to be essentially equal following the evaluation of technical factors. The technical portion of quotations shall be evaluated based on the following technical evaluation criteria: 1) Understanding of the requirement and technical approach to performing the requirement (70 points); 2) Previous experience with the required techniques needed to perform this requirement (15 points); and 3) Organizational experience in performing services and projects related to the requirement (15 points). The contract will be awarded to the lowest price offer that fully meets the requirements of this solicitation. Offerors must submit a completed copy of Representations and Certifications- Commercial Items, including the provision for the DUNS number addendum with their offer. In addition, offers must a written technical proposal, descriptive literature, information, and other materials in sufficient detail to demonstrate that they can perform the foregoing requirements as determined by the evaluation criteria herein. Offers must be in writing and shall include one original and three copies of the following: 1) A completed SF-18 with a completed "Schedule of Offered Supplies/Services," signed by an authorized individual to bind the organization, and a price proposal.
