- POC Bernice Griffin 318-473-0010 X 2240 This is an emergency commercial procurement providing Registered Nurses for the Intensive Care Unit and 7B North Telemetry Unit at the Department of Veterans Affairs Medical Center (VA/VAMC), 2495 Shreveport Highway, PO Box 69004, Alexandria Louisiana, 71306-9004 to supplement VA staff nursing on an as-needed basis. Contract term shall not exceed six (6) months from date of award. Nursing requirements may include coverage 24 hours per day, seven (7) days per week, including holidays. A maximum of six (6) Registered Nurses per shift may be requested. Some shifts will not require contract services. Tours of Duty may be 4, 8, or 12 hour shifts. The qualifications of Registered Nurses shall be proportionate to services required in the Intensive Care Unit and the adjoining step-down unit with telemetry (7B North). Maximum patient capacity of the Intensive Care Unit is seven (7) patients and twenty (20) patients maximum in Ward 7B North step-down unit. This is a commercial requirement procurement to supplement VA staff with an estimated weekly need of 240 combined total hours on varying shifts. A single, firm fixed price award is anticipated in response to this Request for Proposal. The overall estimated hours for the six month contract terms (no options) is 6200. These amounts are estimates only and are based on prior usages. Actual hours needed will depend on patient census, patient acuity, and availability of VA staff. Nurses may be needed for all 3 shifts including weekends and holidays. Requirements are on an as-needed basis only and are not guaranteed. Written solicitation is available upon request. The procurement is unrestricted and all responsible sources may submit an offer for consideration. Offers shall be considered only if clear and convincing evidence is provided with the offer documenting that the offeror can meet the requirements of the Government with qualifications, capabilities, quantities and timeliness. All documentation listed in the solicitation must be submitted for consideration. Solicitation number is 502-12-02, is available 1/11/02, and documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-03 and VAAR # 21. North American Industry Classification System (NAICS) code is 561320 with $5.0 million annual sales limitation for small business. Services are required to commence no later than 10 days following award. In addition to acute care nursing skills, computer skills are essential to access and input medical documentation. All data is proprietary and shall not be shared or manipulated in any manner. Computer training and 8 hours of orientation are required at contractor expense for each nurse. The contractor shall comply with the Service Contract Act as amended and the procurement is authorized by 38 USC 8153.
