Description
DESC: THIS SOLICITATION IS BEING ADVERTISED AS A "HUBZONE SET-ASIDE" . The NAICS Code for this Solicitation is 561730: The Size Standard is $5,000,000.00, Landscape Care And Maintenance Service. The intention of this solicitation is to obtain Grounds Maintenance Services for the Marine Corps Air Station, Beaufort, S.C., by means of a combination Firm-Fixed Price and Indefinite Quantity type contract. If during the term of this contract the need arises to incorporate the Marine Corps Recruit Depot, Parris Island and/or the Beaufort Naval Hospital into this contract, the Government will modify the contract. The Contractor shall furnish all supervision, management, toolls, labor, materials, supplies, equipment, facilities, and transportation necessary to provide grounds maintenance services. The operations to be performed shall include, but are not limited to cutting grass, edging, plant and shrub pruning, cultivation and mulching, trash and litter collection, street sweeping, clearing of right-of-way, radar sight lines, paved ditch cleaning, raking, grassing, erosion control, under brushing, removal of vegetation at fence lines and other miscellaneous services. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered of equal importance. The Technical Factors to be addressed are: Technical Qualifications, Past Performance, Methods and Procedures Proposed for Grounds Maintenance and Offeror?s Resources. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue solicitation on or about 30 January 2002. The entire solicitation package will be available for viewing and downloading at http://www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The contract term will be for a base of one year with four one year options. The total contract term is not to exceed sixty months.
