Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is evaluating the availability of a Commercial Off The Shelf (COTS) Hydraulic Tube Bending Machine, for US Navy shipboard and shore base aircraft support. The tube-bending machine shall be configured to take the information directly from the bend data card and input into the PLC control panel for every tube assembly. An example of this card is provided as attachment (A) Additionally, any system to be considered for use must meet the technical requirements in the following statement of work: SPECIFICATION FOR A MANDREL TYPE POWERED TUBE BENDING MACHINE AND ASSOCIATED TOOLING GENERAL REQUIREMENT: This unit and associated tooling will be used by the Marine Aviation Logistics Squadrons aboard "L" class Naval vessels and Marine Mobile Maintenance Facility Vans for the purpose of manufacturing Titanium and Stainless Steel hydraulic tubes for the MV-22B aircraft. The Tube Bending Machine shall be considered commercial off-the-shelf (COTS) equipment. BASIC TUBE BENDING MACHINE REQUIREMENTS: Machine shall have the capability of bending Titanium alloy tubing, 3AL-2.5V seamless, hydraulic, texture controlled in accordance with AMS 4945B and Corrosion resistant steel tubing, 21-6-9 in accordance with AMS5561 or BMS7-185. The machine shall have the capability of bending the following sizes of tubing; MATERIAL SIZE TUBE O.D. Tubing bends produced by machine shall meet the following requirements for all sizes of tubing specified above except for size 03 CRES which shall meet ovality of 5%; Ovality = 2% where Ovality = Max O.D. - Min O.D. X 100% Nominal O.D. Maximum scratch depth = Not to exceed .002 in. deep Neck downs = Not to exceed 3% Heel protrusion = Not to exceed 2% of O.D. Mandrel bumps = Not to exceed 2% of O.D. Allowable wrinkle height = No visible allowed Allowable chatter marks = No visible allowed Machine shall be mounted on heavy duty locking casters with 360 degrees of swivel. Machine shall have provisions for (4) tie down/lift rings that are structurally mounted to machine. Machine shall have the following physical characteristics; Length = 72 inches maximum Width = 26 inches maximum Overall Height = 54 inches maximum Tube center line height = 48 inches minimum Weight = 1000 LBS maximum Direction of bend shall be right hand / clockwise. Plane of bend shall be measured counter clockwise, viewing tube from end coming off bend head. Maximum degree of bend shall be 180 degrees. Input / Output variable units shall be in US Customary System (USCS) IN-LB system. Power requirement = Dual voltage of 208V/440V / 60Hz / 3 Phase. If hydraulically powered, hydraulic system shall use hydraulic fluid in accordance with MIL-H-83282. If pneumatically powered, air source shall be integral to machine. Use of external (shop) air source is not permitted. The bending machine shall be equipped with Emergency (E) stop buttons or other safety devices for shutting down machine in case of an emergency. SPECIFIC TUBE BENDING MACHINE REQUIREMENTS: Tube bending machine shall utilize interlocking tooling to prevent misalignment of the clamp die to the pressure die and to minimize chatter marks. Tooling, including clamp, pressure, following dies, bend radius and wiper dies, and mandrel rod assemblies, shall be easily changed on the machine not utilizing any special tools or procedures. Since the machine will not be used for high rate production, multiple position bend positions that stack multiple bend dies, are not required. Machine shall be controlled/operated utilizing a "programmable logic control" (PLC). The PLC shall be movable, user-friendly, and based on an IBM compatible personal computer (PC). Operation and programming shall be through a digital keypad and digital display. The display device shall as a minimum display the following; Measured and displayed pressure settings on clamp and following dies in 0.5 PSI increments. Measured and displayed degree of bend and plane of bend angle settings in 0.1 degree increments. Measured and displayed distance between bends in 0.01 IN increments. Clamping pressure shall be variable and adjustable from the PLC control panel. The values of these pressure settings shall be digitally displayed to the operator on the PLC in 0.5 PSI increments. The PLC controller shall have the capability of storing and displaying the distance between bends, degree of bend and plane of bend positions related to each tube assembly. The controller shall have the capability of storing the above data for up to 2000 tube assemblies by part number, with 20 bends per tube assembly. Additionally the controller shall be able to display theoretical versus actual bend angles, spring back and bending sequences. Data for all tube assemblies manufactured on this machine will be in the form of a bend data card. These cards are configured in accordance with MIL-D-9898C. The tube bending machine shall be configured to take the information directly from the bend data card and input into the PLC control panel for every tube assembly. An example of this card is provided as attachment (A) for reference. Machine shall be provided with a plane of bend device for supporting tubes, maintaining position and indicating plane of bend with adjustable stops. A digital readout on the PLC control panel for length from the plane of bend device will be provided with floating zero for incremental movements of 0.004 inches. The PLC controller shall have a digital readout for rotation from the plane of bend device with increments of 0.1 degrees. Tube bending machine shall be equipped with a controlled early mandrel withdrawal mechanism with variable adjustments from 0 - 20 degrees before bend completion. H) A mandrel lubrication device shall be provided and will be integral to the machine. Machine will be equipped with a power assisted following pressure die with slide and linear bearing with at least 10 inches of travel. Machine shall operate in a semi automatic mode as follows; Clamp and pressure dies close, bending head rotates to a pre-programmed angle, mandrel retracts, clamp opens, bending head and mandrel return to start position. Maintenance of the bending machine shall be performed utilizing only common hand tools. Spare parts for repair of the machine shall be readily available. Supplier of the machine shall provide operation and maintenance manuals with the machine. Supplier shall provide training for the operation and preventative maintenance of the machine. The US Navy will not release any information marked with a Proprietary legend, received in response to this RFI to any firms, agencies, or individuals outside the US Navy without written permission in accordance with the legend.
