- Description
- The FISC Norfolk Detachment Philadelphia intends to competitively procure Business Process Analysis, Integration, Engineering, Knowledge Management, and Activity Based Cost Support Services for the U.S. Joint Forces Command in Suffolk, Virginia. Services consist of the guidance for: the use and execution of Activity Based Cost support to capture and assess Live Cycle Costs (LCC); the use of systems engineering to facilitate the identification, assessment and insertion of technology related to Business Process Reengineering (BPR), Knowledge Management (KM) and Integration Operations (IO); the use of Business Process Engineering and Reengineering (BPE/BPR) methodologies to disseminate information related to functional process improvement throughout the enterprise; facilitation of structural and cultural changes through the Group Decision Processes; leveraging of emerging technologies to support the creation of knowledge based organization, knowledge and information management support; and applying the principles of continuous improvement within these areas. The annual level of effort is estimated to be 82,000 hours. The proposed procurement is being processed on an Unrestricted basis and shall consist of one (1) base year, 30 March 2002 through 29 March 2003, and four (4) twelve month option periods. The proposed action will result in a Cost Plus Fixed Fee contract utilizing the Best Value (Trade-Off) Evaluation Process. The applicable North American Industry Classification System (NAICS) number is 541611. All responsible sources may submit a proposal which shall be considered by the FISC Norfolk Detachment Philadelphia. The solicitation will require the submission of cost/price and past performance/technical proposals.
