Description
The Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex proposes to contract for a requirements type contract for a base year period with four (4) one-year option periods utilizing Simplified Acquisition Procedures as set forth in FAR Part 13.5, ?Test Program for Certain Commercial Items? for machining services for the Norfolk Naval Shipyard Pump Regional Repair Center (RRC). The machine work is identified below for any pump that can be worked within the pump RRC. Contractors are requested to provide two (2) quotes for the below machine work so Norfolk Naval Shipyard (NNSY) can determine the time frame requirement. Contractors are to provide a quote to complete the subject machining on any pump in five (5) working days (Total cost/pump broken down by man-hours/pump) and a second quote to do the same work in ten (10) working days (Total cost/pump broken down by man-hours/pump). The working days are defined as starting when Norfolk Naval Shipyard contacts the contractor for pump pick-up and is completed when the contractor returns the pump to NNSY. The contractor shall understand that NNSY does its own verification of all machine work and/or dimensions within 2 working days after receiving the pumps from the contractor. NNSY will use, at its discretion, either a CMM machine or conventional alignment bars and dial indicators for verification. The contractor can be present for verification at NNSY, and will be given a two (2) hour notice. NNSY shall reject, at their discretion due to NNSY workload, priorities, time frame, abilities, etc., any work upon completing its own verification and finding discrepancies. Although the level of contractor labor personnel performing the machining work is up to the machine shop management, the company and its supervision must have 5 years journeymen experience in machining pumps. The contractor shall be responsible for pick-up/handling of pump/component (max. wgt. of 3,500 lbs.) to and from NNSY. Norfolk Naval Shipyard will use their own forklifts if necessary to load on to the transportation vehicle that the contractor provides to NNSY. NNSY shall provide all gasket material, wear rings and bearing boxes to the contractor with specific pumps and will do any necessary machining to wear rings and bearing boxes or any necessary welding prior to sending to the contractor. The contractor shall supply his own equipment and special tooling if needed to accomplish all the required work identified. This includes jigs, holding devices, cutting tools, etc. The following work is required: Both halves of the pump cases shall be machined between 1/64 inch to 1/16 inch. The contractor shall dowel removable casing half to main casing as to establish no more than .0005 inch step between the upper and lower halves. If this is not attainable, subject faces must be machined perpendicular to the shaft axis within .002 inch maximum total indicated run-out (TIR). With NNSY supplied gasket paper, the contractor shall line bore cases to establish no more than 0.0002 inch TIR between wear ring locational areas and bearing bores. With NNSY supplied wear rings, the contractor shall machine wear ring locational lands to provide 0.002 inch to 0.003 inch diametrical clearance with the NNSY supplied wear rings. With supplied bearing boxes, the contractor shall install and dowel bearing boxes to establish .002 inch maximum TIR with wear ring lands. If the bearing bracket is non-removable to the main casing, the bearing bracket to bearing cartridge diametrical clearance provided by NNSY technical point of contact. The contractor shall machine pump casing in area that located bearing boxes and gland housing perpendicular to the established shaft axis to within .0005 maximum TIR. The contractor shall machine all non-critical bores to original nominal dimensions. FOB: destination basis with delivery to the Norfolk Naval Shipyard, Portsmouth, Virginia. Closing date of receipt of offers will be specified in the solicitation when issued.
