- Description
- The National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory (GLERL), intends to lease the Research Vessel (R/V) Laurentian on a sole-source basis from the University of Michigan (UM) for 15 consecutive years from the effective date of the resultant contract. The Laurentian is an 80-foot, shallow draft vessel designed specifically for oceanographic and marine research in the Great Lakes region. Features of the vessel include 13 square meters of wet laboratories, 36 square meters of dry laboratories, air conditioning, berthing for eight researchers and two crew members, a stabilized electrical system for scientific equipment, radar, Loran satellite navigation gyro, EMlog, global positioning system (GPS), four oceanographic winches, 700 meters of conducting cable, midship gantry, crane, 300 meters of hydrowire, and 58 square meters of working area on deck. It is capable of cruising fully-loaded up to 7 days at a maximum speed of 10 knots. The Laurentian has been specially modified for use by GLERL in obtaining long-term scientific data sets and for docking at the GLERL Marine Center in Muskegon, MI. GLERL personnel are very familiar with its operation and maintenance. The GLERL Marine Superintendent is qualified for and experienced in piloting of the R/V Laurentian from previous cruises. The Laurentian is immediately available for GLERL research that is scheduled to begin in April, 2002. Because of ongoing collaborative research with UM, the Laurentian would be made available to University personnel for research and educational purposes at established ship/day rates for a stated number of days each year over the period of the lease. GLERL would remain fully responsible for all operation and maintenance of the vessel and for all associated costs. Interested parties are invited to submit written statements within 30 days of the publication date of this notice identifying and fully describing alternative vessels capable of meeting the government's requirements. See Notes 22 and 26. Capabilities statements will be evaluated based on the following criteria: (a) Physical characteristics of the vessel, to include size, draft, configuration, berthing accommodations, range, and speed; (b) Physical condition of the vessel to include hull, powerplant, ship systems, cargo space, crew space, scientific work space, deck and deck-mounted equipment, and superstructure exterior and interior; (c) Special equipment, to include scientific, navigational, communications, cargo handling, and off-ship and underwater tow and recovery; (d) Availability for research field work no later than April, 2002, and for the entire lease period desired by GLERL; and (e) total cost to the government, to include initial investment in physical modifications to meet required scientific research capabilities, passenger accommodations, and docking capabilities at the GLERL Marine Center; any additional training required to make crew and research personnel competent in use and operation of the vessel and its scientific and mechanical equipment and systems; any additional inventory to stock the vessel for full research capabilities; and the total amount of lease payments over the life of the lease. This is not a solicitation for offers. A separate solicitation will be issued if it is determined, through evaluation of submitted capabilities statements, that viable alternative sources for meeting the government's requirements exist. All responsible sources may submit a capabilities statement which shall be considered by the agency.
