Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through the September, 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is 100% small business set-aside and the NAICS code is 541512 with a small business size standard of $18.0 million. It is the intent of the National Institutes of Health (NIH) to negotiate on a sole source basis with Mr. J. Emmett Ward, Brookeville, Maryland, to provide expert technical services to the NIH Business and Research Support System (NBRSS) Project. These services are related specifically to technical and related administration issues and activities on the NBRSS project. NIH recently completed a comprehensive management and systems analysis to define the requirements for a new administrative computing system and evaluated potential systems to satisfy these requirements. This analysis has determined that the NIH must replace its current system with an off-the-shelf software product. As part of this implementation, NIH has engaged the services of numerous functional specialists to help design and configure the software to suit NIH needs. NIH is seeking the assistance from an individual with a detailed understanding of NIH technical and administrative systems, particularly with the Administrative Data Base (ADB). NIH requires the detailed technical services to support the NBRSS project for a period of 2 years and 6 months. Specifically, the contractor shall support the NBRSS Project Manager in the following areas: Participating in the final system design for each functional area including: 1) Helping to establish migration, implementation, and test plans for the NBRSS. 2) Participating in the development of training plans. 3) Participating in the testing, documentation and deployment of the NBRSS system. 4) Providing assistance in the design and configuration of the system, including workflow and deployment activities. 5) Performing policy and issue analyses for the NBRSS Project on a myriad of topics as assigned by the Project Manager. Following these analyses, the contractor prepares draft policy documents/memoranda/reports/presentations for NBRSS review. Mr. Ward has provided technical services to the National Institutes of Health for over 30 years as a Government employee. Mr. Ward's previous experience as a technical expert with NIH Center for Information Technology (CIT) uniquely qualifies him as the only source capable of successfully providing the necessary technical services. This requirement represents a continuation of the services he is currently providing to the NBRSS project. He therefore will require no orientation to NIH technical and related administrative issues. He has an extensive knowledge of NIH technical and administrative systems, particularly with the Administrative Data Base (ADB). Mr. Ward has vast technical knowledge of the type required by the NBRSS project. NIH has determined that Mr. Ward is the only source with the unique combination of required expertise and experience that can successfully complete the requirements listed above. This notice of intent is not a Request for Competitive Quotations (RFQ), nor is an RFQ available. However, all proposals received within 15 days from the date of publication of this synopsis will be considered by NIH. The contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this order.
