Description
VA Medical Center, Minneapolis, MN is requesting multiple proposals (4 each) for Emergency Organ Transplants for Heart, Heart-Lung, Lung, and Liver for the period of March 1, 2002 through December 31, 2002 with two (2) 12-month options to renew; these emergency procurements, to be used on an as-needed basis, are in accordnace with VHA Directive 2001-027, Organ Transplants. VA has an active transplant program that can accommodate all eligible veterans; however, the services requested in these four (4) RFPs will be utilized for those cases where the veteran patient's clinical situation is so critical that s(he) cannot be transported to a VA in-house transplant center and, if not treated immediately, could lead to death. Facility(s) receiving award(s) must be a member of the Organ Procurement and Transplantation Network (OPTN). Contractor to provide Emergency (Organ) Transplant Surgical Services to include all hospital services necessary for the care of the patient, organ procurement, immediate pre-operative/transplant care and post-operative care (which Contactor has the capacity to provide), to patients authorized by VA. Services shall be available from Contractor 24 hours per day, seven days per week, including weekends and holidays. Proposals will be evaluated, considering Technical Capability, Past Performance and Price; technical capability and past performance are approximately equal, and when combined, are approximately equal to Price; however, VA will overall evaluate proposals, and may make award(s) based on Best Value for the Government. Procurement of Enhanced Health Care Resources is in accordance with Public Law 104-262 and 38 U.S.C. 8153 using Commercial Item format, under Federal Acquisition Regulation (FAR) combination of Part 12-Acquisition of Commercial Items, Part 13 - Simplified Acquisition Procedures, and Part 15 - Negotiations. Solicitation documents are available immediately electronically or by hardcopy, requested by FAX to 612-725-2072. Submit only hardcopy proposals to Mavis Nelson (90C), Contracting Officer, VA Medical Center, One Veterans Drive, Minneapolis, MN 55417 by close of business, 4:30 p.m. CST February 15, 2002. Electronic offers will not be accepted.
