Description
SOURCES SOUGHT FOR UH-1 HELICOPTER REFURBISHMENT OR UPGRADE . THIS SOURCES SOUGHT SYNOPSIS IS ISSUED FOR THE GOVERNMENT'S PLANNING PURPOSES ONLY AND IS NOT A REQUEST FOR PROPOSAL. THE U.S. ARMY AVIATION AND MISSILE COMMAND (AMCOM) IS SEEKING POTENTIAL SOURCES THAT ARE CAPABLE AND INTERESTED IN PROPOSING ON A POTENTIAL CONTRACT FOR REFURBISHMENT OR UPGRADE OF UH-1 AIRCRAFT. THIS EFFORT IS EXPECTED TO BEGIN IN THIRD QUARTER 2002. APPLICABLE AIRCRAFT MODELS ARE AS FOLLOWS: UH-1H UH-1 HUEY II OTHER NON STANDARD COMMERCIAL UH-1 VARIANTS REFURBISHMENT: ALL REFURBISHMENT OR UPGRADES WILL BE ACCOMPLISHED IN ACCORDANCE WITH EITHER (1) APPROVED DEPOT MAINTENANCE WORK REQUIREMENTS OR (2) ORIGINAL EQUIPMENT MANUFACTURER (OEM) REPAIR PROCEDURES AS MAY BE SPECIFIED BY THE U.S. GOVERNMENT. SOURCE(S) MAY BE REQUIRED TO PERFORM NON-STANDARD MAJOR AIRFRAME AND ELECTRICAL MODIFICATIONS AS MAY BE DIRECTED BY THE U.S. GOVERNMENT. SOURCE(S) PERFORMING UH-1 REFURBISHMENTS OR UPGRADES WILL BE REQUIRED TO OBTAIN ALL REPAIR PARTS NEEDED TO ACCOMPLISH UH-1 REFURBISHMENT OR UPGRADE TO ALL UH-1 SUBSYSTEMS TO INCLUDE AVIONICS EQUIPMENT. ALL PARTS USED FOR REFURBISHMENT OR UPGRADE WILL BE (1) U.S. GOVERNMENT APPROVED PARTS, (2) OEM APPROVED PARTS OR (3) FAA APPROVED COMMERCIAL EQUIVALENT PARTS. SOURCE(S) MAY BE REQUIRED TO EVACUATE T53 ENGINES TO OTHER CONTRACTOR(S) AS MAY BE DIRECTED BY THE U.S. GOVERNMENT FOR OVERHAUL OR OVERHAUL/UPGRADE. THE UH-1 CONTAINS FLIGHT SAFETY PARTS, WHICH REQUIRE ENGINEERING TESTING. IN THE ABSENCE OF U.S. ARMY ORGANIC ENGINEERING, SOURCE(S) WILL BE REQUIRED TO PROVIDE CERTIFICATION OF THE AIR WORTHINESS OF ALL PERFORMED REPAIRS, OVERHAULS, AND MODIFICATIONS: AND ALL REPAIR PARTS USED TO ACCOMPLISH SUCH REPAIRS, OVERHAULS, MODIFICATIONS WITHIN THE UH-1 AIRCRAFT. ALL CERTIFICATIONS WILL BE SUBJECT TO INDEPENDENT ANALYSIS AND VERIFICATION BY THE U.S. GOVERNMENT OR BY OTHER COMMERCIAL ENGINEERING SOURCES AS MAY BE SELECTED BY THE U.S. GOVERNMENT. A PRODUCT VERIFICATION AUDIT (PVA) MAY BE REQUIRED FOR PROSPECTIVE SOURCE(S). AIRCRAFT RECORDS: SOURCE(S) WILL BE REQUIRED TO UPDATE AIRCRAFT RECORDS TO REFLECT ALL APPROPRIATE DATA AND TO ENSURE SUCH ARE SHIPPED WITH COMPLETED AIRCRAFT. STORAGE: SOURCE(S) WILL BE REQUIRED TO STORE AND MAINTAIN AIRCRAFT AT VARIOUS LEVELS OF STORAGE PENDING SHIPMENT OF COMPLETED AIRCRAFT TO DESIGNATED FOREIGN USER. TRANSPORTATION: SOURCE(S) WILL BE REQUIRED TO PERFORM PREPARATION FOR SHIPMENT AND TRANSPORT OF COMPLETED AIRCRAFT TO VARIOUS PORTS OF EMBARKATION FOR SURFACE OR AIR SHIPMENTS TO FOREIGN USERS. IN-COUNTRY DELIVERY: SOURCE(S) WILL BE REQUIRED TO DEPLOY TECHNICAL ASSISTANCE TEAMS TO FOREIGN COUNTRIES FOR THE PURPOSE OF AIRCRAFT RE-ASSEMBLY AND PREPARATION FOR USE. CAPABLE SOURCE(S) MUST BE ABLE TO: (1) DEMONSTRATE REQUIRED CAPABILITIES, (2) OWN OR HAVE ACCESS TO ANY REQUIRED SPECIAL TOOLING AND TEST EQUIPMENT, (3) OWN OR HAVE ACCESS TO ANY REQUIRED TECHNICAL DATA, (4) OBTAIN U.S. GOVERNMENT, OEM OR FAA CERTIFIED PARTS, (5) MEET THE GOVERNMENTS DESIRED MAXIMUM DELIVERY SCHEDULE FOR REFURBISHMENT FUNDING LIMITATIONS MANDATE THE PARTICIPATION OF U.S. FIRMS ONLY. CAPABLE SOURCE(S) MUST COMMUNICATE THEIR INTEREST AND PROVIDE A CAPABILITY STATEMENT INCLUDING SYNOPSIS OF THEIR ABILITIES AND PAST EXPERIENCE IN THE REFURBISHMENT OF THIS OR SIMILAR ITEMS, IN WRITING, TO US ARMY AVIATION AND MISSILE COMMAND, AMSAM-AC-SA-W, BDG 5308, REDSTONE ARSENAL, AL 35898-5280, PREFERABLY VIA FACSIMILE TO MS. SHERRY PIERCE AT (256) 876-6196 NOT LATER THAN 06 FEB 2001. COMMUNICATION MUST BE ON SOURCE(S) LETTERHEAD AND MUST INCLUDE NAME OF SOURCE(S) POINT OF CONTACT, TELEPHONE NUMBER, E-MAIL ADDRESS, AND FACSIMILE NUMBER.
