Description
NA Numbered Note #2 applies to this acquisition. NAICS 54133 is applicable (formerly SIC 8711). TYPE OF SERVICE: Indefinite Delivery Type Contract(s) for Construction Management of Airfields and Roadway Pavements Worldwide. Types of services required will include assistance and guidance to Corps of Engineers field offices for construction quality as surance inspections, review of construction contractor submittals, coordination with design agency, laboratory testing of pavement material and determination of pay items. CONTRACT INFORMATION: One or two Indefinite Delivery Type contracts will be awarded for a base period and may include an option for four additional periods. The base period and any option periods will not exceed one year each. Each option period will be awarded for an amount between $100,000.00 and $500,000.00 depending upon anticipated workload. If a small business firm responds with a submittal meeting the requirements of the acquisition as stated in the following paragraphs of this notice, thirty (30) percent of the total contracting capacity may be set-aside for small business. The total value of the two contracts for five (5) years will be an amount between $500,000 and $2,500,000. Task orders will be issued from time to time as the need arises dur ing the contract periods and may be issued by any of the Corps of Engineers District offices. Contract award is anticipated in March 2002. If a large business is selected for this project, it must comply with FAR 52.219-9 regarding the requirement for a small business subcontracting plan on that part of the work it intends to subcontract. This plan is not required with this submittal. The su bcontracting goals for this contract are that a minimum of 61.4% of the contractor's intended subcontracted dollars be placed with small businesses (SB), 9.1% be placed with small disadvantaged businesses (SDB), 5% be placed with women-owned small business es (WOSB), 3% be placed with veteran owned small business, and 2.5% be placed with HUBZones. PROJECT INFORMATION: Work under this contract will include construction management services for military and civilian airfields and large pavement projects at locations throughout CONUS (Continental United States) and OCONUS (outside CONUS). The majority o f the work will be CONUS. Task orders under this contract may include services in conjunction with the following: 1) quality assurance inspection; (2) laboratory testing related to pavement mix designs; (3) determination of percentage of payment; (4) s hop drawing reviews; (5) review of contractor submittals; (6) bidability and constructibility reviews; and (7) office engineering including coordination with design agent, preparation of construction cost estimates, delay impacts analysis, claim and change order reviews. SELECTION CRITERIA: Criteria for selection, in descending order of importance, are: (a) Recent specialized experience and technical competence of the firm (including consultants) in: (1) Inspection of airfield pavement construction and maintenance projects. (2) Inspection of airfield lighting and navigational aids projects. (3) Inspect ion of large vehicular road construction. (4) Knowledge of Army and Federal Aviation Administration (FAA) Airfield criteria. (5) Producing quality products as evidenced by the firm's quality control procedures. (6) Effective coordination and management of the team, including consultants. (7) Construction cost estimating and preparation of estimates on IBM compatible personal computers using Corps of Engineers MicroComputer Aided Cost Estimating System (M-CACES) GOLD version or similar system (M-CACES sof tware will be provided). (b) Professional qualifications and specialized experience, in providing services similar to those listed above, of the proposed team members (including consultants) in the following disciplines: Pavement Engineer, Pavement Inspector, Electrical Engineer, Lighting and NAVIDS e lectrician, Materials Engineer (asphalt, concrete and soil), Estimator, and Soil/Paving Laboratory Technician. (c) Capacity to accomplish the work in the required time, including the ability to complete more than one work order at a time. As a minimum, four construction inspectors to be in the field a one time. (d) Past performance on similar contracts. (e) Volume of DOD contract awards in the last 12 months with the object of effecting an equitable distribution of DOD A-E contracts among qualified firms. SUBMITTAL REQUIREMENTS: Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Firms desiring consideration shall submit two copies of a combined SF 255 and separate SF 254 for prime and each consultant. Submittal must be received no later than close of business, 14 February 2002. To be considered, submittals must be addressed as follows: U.S. Army Corps of Engineers, Omaha District, CENWO-CT-M, ATTN: Loreen K. Blume, 106 S. 15th Street, Omaha, NE 68102-1618. In block 10 of the SF 255, provide the following: (a) Design Management Plan (DMP). The DMP should be brief and include an explanation of the firm's management approach, management of subcontractors (if applicable), specific quality control procedures used and an organizational chart showing the inter-re lationship of management and various team components (including subcontractors). (b) The firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. In Block 3 of the SF255 provide the submitting firm's number (six or seven digits) assigned by the Northwestern Division, U.S. Army Corps of Engineers, for the Architect-Engineer Contract Administration Support System (ACASS) and the firm number for any c onsultants in Block 6 of the SF255.
