Description
NOTE: The Environmental Protection Agency has a request for Emission Inventory Support: Criteria Pollutants [Area Sources, Mobile Sources (On Road and Non-Road), and Biogenic Sources] and Air Toxic Pollutants [Area Non-Point Sources and Mobile Sources (On Road and Non-Road)]. The requirement is to provide scientific and engineering support in the development, distribution, and implementation of emission factors, emission inventory preparation and emission methodology guidelines for specific emission sources. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods, for a total of 130,000 labor hours. The requirement consists of 26,000 labor hours for each of the five (5) periods. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The award will be through total small business set-aside. The associated North American Industry Classification System (NAICS) is 541620 with a size standard of $5 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 01/31/02, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
