Description
NASA GSFC/WFF plans to issue a Request for Offers for Rehabilitation of Building F-7 (Phase 3), at NASA Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: The rehabilitation of Building F-7 to a permanent Multi-Purpose Payload Facility (MPPF) to support orbital-class payloads. This project requires a new Class 100,000 high bay clean area rehabilitation with critical lift bridge crane. In addition to the new high bay area this project will renovate Building F-7 to incorporate the following functional work areas: Flight Hardware Storage, Electronics Labs (ESD), Hazardous Materials (Battery) Processing, Logistics/Shipping Area, Small Machine Shop Area and Office Space for project personnel. The renovation work includes the replacement of the existing roof, flooring, windows, overhead doors, siding, gypsum wallboard partitions, personnel doors, suspended celing systems, painting, plumbing, bathroom fixtures, HVAC, electrical systems, lightning, equipment handling systems, compressed air system, fire protection systems, grounding system, and exterior finishes and entry for the North (Front) end of the building for aesthetics as well as store front entry system. All work associated with the rehabilitation of Building F-7 shall be as described in the Base Bid or one of four Additive Bid Items.. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. This procurement is being conducted under NASA MidRange Procurement Procedures. The order of magnitude for the procurement is between $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 315 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The North American Industry Classification System (NAICS) Code for the procurement is 233320. The corresponding size standard is $27,500,000.00. The anticipated release date of the RFO is on or about February 5, 2002, with an anticipated offer closing date of on or about March 7, 2002. The firm date for receipt of offers will be stated in the RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $100.00. Requests are to be forwarded to: NASA/GSFC, Sandra S. Savage, Code 218, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to "NASA", which must accompany the request. No personal checks or cash will be accepted. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. An ombudsman has been appointed -- See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
