- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for a Distress Alerting Satellite System (DASS) Multi-Beam Phased Array Ground Station Antenna feasibility study. This study will be used to ascertain the feasibility of implementing a phased-array antenna for simultaneous reception of signals from modified Global Positioning System (GPS) satellites for a public search and rescue Distress Alerting Satellite System (DASS). Tasks shall include communication link simulations, development of antenna requirements, trade studies of various phased array architectures, cost estimates and cost comprison with conventional reflector antenna systems. This investigation is the first phase of a multi-phase plan to develop an emergency beacon detection and location capability including a prototype ground station that will be used for demonstration and evaluation. Any hardware to be built as a result of this study effort would be competed. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to award this procurement on a sole source basis to Johns Hopkins University, Applied Physics Lab (JHU/APL) in Laurel, Maryland. JHU /APL was selected for this study because of its expertise in the phased array field design and analysis and because they will have no commercial interest in the technology. JHU/APL is a not-for-profit research and development center and do not compete for work with the commercial community. As such, they are able to perform objective and independent analyses and studies. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 30, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
